With the accelerating process of economic globalization and the rapid development of science and technology, the world economy is undergoing major changes. Technological innovation has become the dominant factor in the international competition. Countries around the world are actively adjusting their strategies and encouraging innovation strongly to seize the high ground of the 21st century. Facing the. new international condition, our country is also constantly improving.the innovation system to strength international competitiveness. As the backbone of China’s innovation system, high-tech enterprises need the government support, which requires our government to design and improve the tax policies. Based on this background, the paper reviews relevant literatures, analyses our current tax policies of encouraging the development of high-tech enterprises, and compares with the successful experiences of other countries to identify gaps and shortcomings. This paper selects the high-tech enterprises listed on the Small Board and GEM of the Shenzhen Stock Exchange as samples, empirically analyses the short-term impact and the long-term impact of the current tax policies of high-tech enterprises, explores the different effects on Small Board and GEM. Finally, according to the international experiences and the results of empirical analysis, the paper puts forward reasonable proposals for improving the current tax policies.The results show that the current preferential tax policies promote the development of high-tech enterprises. Turnover tax incentives have improved the ROE of high-tech enterprises, which has influenced the enterprises in the short term. Income tax incentives have significant improved the R & D investment, which has promoted the sustainable development of enterprises in the long term. So it is necessary to improve the current tax policies.
