In the 21st century, with the rapid process of world economy and the rapid development of science and technology, innovation has become one of the important factors of social and economic development. Governments are gradually understanding of the important role of technology to improve the international competitiveness, especially the high-tech enterprises play an important role on improving the national degree of innovation.Governments introduce the relevant policies to stimulate technical innovation is becoming the most important way. Facing the new international competition, China has also formulated a series of tax preferential policies to encourage the high-tech enterprises to carry out innovation activities. Based on this background, a study on the tax incentive effect of the technology innovation has important practical significance. The paper summarizes theories on tax preferential policies promoting high-tech enterprises and reviews relevant policies carried on the western advanced countries, analyses our current tax policies and compares with the successful experiences of other countries to discover the differences. This paper selects the high-tech enterprises in JiangSu province as samples. Firstly, the paper has studied the present situation of high-tech enterprise, and build the appropriate model to analysis how tax incentives affect innovation performance, innovation input, and innovative transformation. Finally, according to the theoretical analysis and the results of empirical analysis, the paper puts forward reasonable proposals for improving the current tax preferential policies.The results prove that the tax preferential policies did effectively improve the high-tech enterprise innovation ability. Main research conclusions are as follows:Income tax incentives have improved the R&D investment of high-tech enterprises, the performance of high-tech enterprises and the innovation transformation ability.Turnover tax incentives have a positive impact on the innovation transformation ability.At the same time, the Government subsidies also have a major impact on the innovation ability.So it is necessary to perfect the current tax policies system.
