HR company is a professional logistics consulting company, but in recent years with the fierce competition of the consulting industry, and with the knowledge of the network and transparent, the consulting company to the knowledge asymmetry based profit model has been difficult to continue, the company abandoned the traditional HR in order to improve the supply chain of a link is the fundamental business model, the efficiency and benefit of the whole supply chain to improve, by professional logistics knowledge into the fourth party logistics company, this paper takes HR company by the consulting company into the fourth party logistics company as an example, discusses the feasibility of transformation of fourth party logistics strategy and the matters needing attention.This paper first introduces the research background, topics of significance, and the structure and research methods. After described the trend of future development of the fourth party logistics theory and strategic theory, detailed analysis of the strategic environment facing the company:HR in the external environment, the logistics volume continues to rise, the fourth party logistics policy support is also better, more suitable for the macro environment of the fourth party logistics development; in the internal environment and focuses on the analysis of the present situation of HR company, HR company has information system, human resources, customer resources and other favorable conditions, is also facing a brand is not loud enough, supply chain appeal is not strong, customer trust crisis and other adverse conditions. On the strategic environment are analyzed in detail, with the view of system, by means of strategic management,supply chain management and the fourth party logistics theory, introduced the HR company’s strategy formulation process, and the use of SWOT analysis of HR company’s internal and external environment of the segmentation and analysis, combined with HR company’s mission and values and the strategic target system, formulated the strategy,the fourth party logistics HR company include: information strategy, human resources strategy, supply chain integration strategy and internal management strategy. Finally, introduces the implementation of HR strategy, information strategy, HR company through the acquisition of IT companies, to enhance the development ability of the information system, and the design and development of the function of the original system, so that the information system can become the HR company to carry out the fourth party logistics service support; in the human resources strategy, HR company in two aspects through the introduction of talents and personnel training, the focus on HR company to build a learning organization; in the supply chain integration, and proposes a dynamic alliance of HR company, HR company not only acts as the industry change image, at the same time with the other the fourth party logistics companies share the market and resources, to create a "supply chain" in the plan; the management promotion strategy, through quality management, organization reform and other aspects to improve their business ability, through the customer service and customer segmentation to enhance their ability to develop new customers.
