Fair Space Route Based On The Concept Of New Urban Management

The article focuses on the towns of new urbanization planning and the urban management principle origins from the concept of human-centered in new urbanization, whose prime ideology distinguishes from the urban management put forward by the end of last century, which generates the new urban management. Based on urban living space quality theory, the article proposes the key element of new urban management is urban governance through urban community hierarchy planning instead of urban administration through urban economy-oriented management.Based on the urban living space quality theory and a case study of Sui De Ming Zhou, it comes to a conclusion that at China’s present stage the primary approach to raise urban living space quality is to implement urban community hierarchy planning, which can tackle the new urban construction issue for tourism-oriented industrial restructuration in villages and towns.Firstly, it explicates the background, core substance, defect and adjustment direction of urban living space quality and urban management to lay the theoretical foundation of urban community hierarchy planning. Furthermore, by coupling the concept of humancentered of new urbanization planning and humanism in human geography study and integrating China’s current stage of development, it illustrates that implementing urban community hierarchy planning to raise urban living space quality is the core substance of human-centered concept in new urbanization. A case study of Sui De Ming Zhou exemplifies how to practice new urban management by implementing urban community hierarchy planning to raise urban living space quality during its tourism-oriented industrial restructuring. Last, it elaborates the prime ideology and methods to implement urban community hierarchy planning in China’s villages and towns and demonstrate its feasibility by applying to Sui De Ming Zhou comprehensively.
