Research On The Performance And Influence Factors Of Financial Poverty Alleviation In Contiguous Destitute Areas Of Southeast Chongqing

As the source of economic fluctuation and social unrest, Poverty is the crux that hinders the construction of harmonious society. Anti-Poverty is the common concern of the whole world.Since reform and opening up,our government always pay great attention to Anti-Poverty and has made remarkable achievements.But the poverty is still grim and poverty factors are different from regional to regional in China with vast territory.The task of anti-poverty is not only the struggle goals in China,but the toughest task as well.The effect of anti-poverty is directly related to the grand goal of a well-off society be achieved on schedule.As the most effective tool for rapid poverty reduction, financial poverty alleviation is one of the main methods for the government to help the poor in the new period,and "Precise use of funds" is precisely one of the basic requirements precision poverty.At present, poverty alleviation and development,especially in contiguous poor areas, has entered a crucial period.Research on the effect and influence factors of financial poverty alleviation in contiguous destitute areas is benefit to achieve the goals of the "China rural poverty alleviation and development program(2011-2020)" on schedule and realize political stability, national unity,social harmony.Southeast Chongqing is located in Wuling mountain contiguous destitute areas, which is the only contiguous poor areas in Chongqing. As the only municipality directly under the central government in the west of China, Chongqing has a significant strategic position in the promotion of regional coordination and development.Although the scale of the financial poverty alleviation in Chongqing is expanding, the economic development level of Chongqing southeast region is still a large gap compared with other regions in Chongqing.To study the poverty reduction effect of the financial poverty alleviation in Southeast Chongqing has become the problem that brook no delay.Based on the region of the southeast of Chongqing,this paper analyzes the financial performance for poverty alleviation and its influence factors through empirical research and theoretical research.this paper on the financial performance and influencing factors of the related theoretical analysis and empirical research.First of all, on the basis of theory of poverty reduction, this paper builds a theoretical framework of financial poverty alleviation for the continuous destitute areas,and combining with the analysis of financial investment and history for poverty alleviation in Chongqing southeast area,this paper further analyses the financial poverty alleviation effect of Chongqing southeast area and reveals the current difficult point of poverty alleviation.Secondly, in view of the financial performance in the Chongqing southeast area,this paper Uses DEA and Malmquist index methods to evaluate the financial performance from the static aspect and dynamic aspect respectively.Then, this paper uses Tobit method to explore the main influencing factors for the financial poverty alleviation performance in the region of the Chongqing southeast;Finally, on the basis of analyzing the poverty alleviation and development in the Chongqing southeast area, this paper puts forward some policy recommendations of the regional poverty alleviation and development for the Chongqing southeast area.The innovation of this article mainly has the following two points: firstly, the innovation of research angle. This paper selects the Chongqing southeast area as the research object,which separates the Chongqing southeast area from the destitute areas of Wuling mountain and combines with the municipality’s advantages and its own characteristics of social and economic development.Based on it,this paper constructs evaluation index system of science and generality, and point out more targeted academic view that makes up the blank of the previous researches.Secondly, the innovation of research method.This paper integrates the theories of multidisciplinary analysis of poverty alleviation, including regional development theory, the industrial development theory, the system innovation theory, and theory of public management and combined with the empirical methods of DEA method,Malmquist index analysis and Tobit model to explore the financial poverty alleviation effect of Chongqing southeast area and break the previous researches that focus on qualitative research,which has some degree of innovation in research methods.
