Study On Poverty And Poverty Alleviation Performance In Qinba Mountainous Area Of Chongqing

In our country, poverty and relief of poverty has always been the concern of the government and the public,It became serious in recent years. Poverty alleviation has a very important impact on the realization of shared development and narrowing the three gap, therefore, the research of poverty alleviation is of great significance. QinBa mountain area of Chongqing city is the key object of poverty alleviation; its poverty alleviation work has a very important impact on the poverty alleviation work of Chongqing. Analyzing its model of poverty alleviation and poverty alleviation performance can confirm the area’s poverty alleviation work, on the other hand, can sum up experience to lay the foundation for poverty alleviation work in the future.Firstly, analyzing the causes of the poverty of Qinba mountainous area of Chongqing, we found that there are four major causes leading to the poverty, they are the poor living environment, the shortage of productive resources, lack of human resources and lower public service. At the same time, analyzing the work of poverty alleviation and poverty alleviation mode of this area, we found that there are two poverty alleviation mode, they are relief type poverty alleviation model and the development oriented poverty alleviation model. The former includes living allowance mode, production allowance mode, immigration allowance mode, education allowance mode; medicate allowance model and industry allowance model. The latter includes FFW, entire-village advancement, education, science and technology, site relocation, ecological industry and the linkage of the three industries and so on. This paper makes a detailed review on the poverty alleviation mode of ecological industry, and then come to a conclusion the main methods include ecological agriculture, ecological industry and ecological tourism. the typical pattern of the ecological agriculture are cooperative mode, "company + cooperatives + poor households" model, " company + cooperative + base + poor households " model, the typical mode of eco industrial is " company + foundation + poor households " model; and the typical mode of the ecological tourism is rural tourism mode. Through hard work, the poverty alleviation work has achieved remarkable results, including the reduction of the poor population, the improvement of infrastructure, the growth of the industry, the development of social undertakings;In order to have a further knowledge of the effect of poverty alleviation, we did performance analysis of poverty alleviation. Firstly, using analytic hierarchy process(AHP) to to analyze the poverty alleviation performance of each district and county of the Qinba mountainous in Chongqing. The research result shows that the poverty alleviation performance is increasing year by year, the poverty alleviation work is effective in recent years. On the other hand, the poverty alleviation performance and the overall economic scale is inversely proportional relationship in this district, it means that the worse the economic scale is, the better the performance is. And the relief type of poverty alleviation is more effective in the poor economic areas at short-term, but at long-term, the development oriented poverty alleviation should be the main model and the relief type poverty alleviation can be an auxiliary mode.Secondly, the poverty alleviation performance of the whole Qinba mountainous were analyzed and compared by comparison analysis method, found that the area of poverty alleviation performance is not very optimistic, it shows that poverty alleviation is not enough.Finally, we make a detailed analysis of the relocation of the area of the district. The relocation model is the most effective model to help the poor to get rich, it is a comprehensive model which include relief mode and development mode of poverty alleviation. This article analyzed the industry development, Infrastructure construction, public service facilities construction and living facilities construction in the period of 12 th Five-Year Plan, It is concluded that the work of relocation model is not enough, so it’s work should be enlarged.So we can draw a conclusion, the work of poverty alleviation made certain achievements in Qinba Mountain of Chongqing in recent years, poverty alleviation can help to promote economic development, but there still exist a number of problems. Through the study found that the contribution of the relocation of poverty alleviation model to the poverty alleviation work is relatively large, so the model is worth learning from. Finally, the paper puts forward some suggestions on the development of land, ecological industry, finance, employment and entrepreneurship, public service and social security and rural electronic commerce.
