Study On Tourism Poverty Alleviation And Performance In Southeast Chongqing

The poverty problem in China has a long history,poverty and poverty alleviation have always been a conern of government and the public.These poor areas have weak economic foundation,fragile ecological environment and poverty with deep degree and large coverage.Against this background,it's important to find an effective way for poverty alleviation.Tourism,as a new industry,has following characteristics: great development potential,rapid development speed and good prospects etc.And tourism poverty alleviation,as a kind of “hematopoietic” poverty alleviation plays an signanificant role on the economy development and poor people out of poverty.As slogan of main battlefield of poverty alleviation will “foucus on the Midwest area and regard contiguous poverty areas of large regional scale as difficulty” was proposed by the government,and “Regional Development and Poverty Alleviation Plan in Wuling Mountain area(2011-2020)” was formally approved by the State Council,the majority of the western poverty-stricken areas will meet new opportunities.The dissertation takes southeast Wuling Mountain Area,Chongqing which will be the main battlefield in combating poverty next decade as the object.It is based on theory of tourism multiplier,community participation,stakeholder and sustainable development,puts the poor people as a starting point,adopts literature collation,questionnaires,case analysis and quantitative analysis and uses questionnaires survey to investigate local residences' engagement in tourism and cognitive attitude to tourism poverty alleviation.In order to further study the effect of tourism poverty alleviation,analytic hierarchy process was used to construct the target layer from the long and short term,5 criteria and 18 elements to evaluate the performance of tourism poverty alleviation in the southeast Chongqing.The results show:(1)In recent years,the performance of tourism poverty alleviation in the region has been on the rise,indicating that tourism poverty alleviation is effective.(2)There is a apparently development stratificaion in tourism poverty alleviation in the six counties of southeast Chongqing,especially the performance of tourism poverty alleviation is low in Xiushan County and tourism poverty alleviation is not strong enough.(3)There are serious problems in local infrastructure and the degree of education for tourism practitioners.The conclusion of the study is mainly as following three aspects:(1)The tourism industry has great potential,the implementation of tourism poverty alleviation is an effective way to lift the region out of poverty.(2)The government supports to develop eco-tourism,farmhouse and festivals tourism etc.,and the effect of tourism poverty alleviation is outstanding,but there are developmental deferences between tourism organized spontaneously by farmers and supported by the government.(3)During the investigation,it was discovered that the farmers' self-quality and engagement had a great influence on tourism poverty alleviation,and whether they were involved in tourism and its related industries had different feelings about the effect of tourism poverty alleviation.In order to promote the further development of tourism poverty alleviation in southeast Chongqing,it is necessary to let the government play the leading role and strengthen the linkage and interaction between governments;to base on the benefit for poor people,to increase the engament of residences;to do publicity by using of modern marketing model to speed up the construction of key projects;to improve the tourism infrastructure and innovate tourist routes;to guarantee tourism poverty alleviation development funds,to establish mechanism of personnel training and personnel introduction;to protect the folk culture and ecological environment,to promote regional sustainable development.
