Since the reform and opening-up, China’s economy has a rapid development, while, at the same time, there also have come up a contradiction amongst economic development, population growth and land resources. Coordinating their relationship is essential to ensure the sustainable economy. Despite to increase effective cultivated land and raise the land utilization rate, the more significant purpose of land consolidation is to improve cultivated land quality and farmland ecological environment, and enhance the stability of agricultural production. With the further understanding of land consolidation in public, the objectives will vary in different landforms regions, and given stages of economic and social development. In China, the trend of consolidation will aim at how to be dynamic, integrated, and ecological. At present, to realize efficient and sustainable use in land and structure optimization, researches select some issues about land consolidation as a breakthrough, such as the suitability, the direction and measures, and the projects layout. Spatial pattern of regional land use is right considered as the points binding these hot issues with overall analysis. Therefore, spatial pattern in land use, with scientific and reasonable methods and ideas makes great sense. There is use gray Constellation Clustering Method for land consolidation partition. Some scholars established farming plots mathematical model to optimize the design by using integer programming principles.and designed land consolidation application based on methods "3S" Technology. At the same time, To achieve a highly integrated project management decision-making and project library. Under the guidance of the management information system(MIS), Decision Support System(DSS) and expert systems and artificial intelligence(AI / ES), and combined with the actual needs of national land consolidation project investment management, establishment Land Consolidation Project Decision Support System Based on Land and Resources Information Network Environment. But in the land consolidation decision related research system, combined geographical conditions with high-tech and applied in Land Consolidation research is still relatively weak., this paper, using GIS technology and a model builder to provide solutions of land consolidation, has basically realized spatial pattern and the analysis of optimal decision.This paper, firstly, from the perspective of constructing paddy fields, selecting 7 sample-plots from 5 land remediation projects as the research object. Using GLFIi represented the land fragmentation rate of the research plots, evaluated from size of plots, plots shape, space plots dispersion and plots accessibility. The paper also introduced "qualitative assessment" approach to weight assignment, and a new shape index PSI, including the number of the short side, the number of acute angle, the angle of reflection quantity, and the number of border points, compactness and regularity. The indexes the writer cited were expected to more fully and accurately reflect the plots characteristics. In this way, this paper discussed and evaluated the effect of constructing paddy fields on the land fragmentation rate. And taking Zhangba and Wanggao village in Guanzhaung town of Xiushan, Chongqing as the study area, the paper, has extracted 8 factors which are elevation, slope, aspect, hypsography, surface curing depth, surface roughness, SOA and SOS, and integrated landscape indices and Logistic regression model to analyze the correlation between the spatial pattern of plots and topographical factors. Finally, based on the research outcome of the study area, with the use of GIS technology and a model builder, an optimal land consolidation program enable to be provided, which is more efficient and scientific. The main results and conclusions are as follows:(1) Farming plots construction projects can be effective in improving the land fragmentation, Land Fragmentation Index GLFIi can quantitatively evaluate the degree of fragmentation of land management.After the constructing projects, the plots of the 7 sample area had an average increase of up to 27%, 9%, 0.3%, and 34% respectively in their sizes, shapes, plots discrete space, and accessibility, and the overall land fragmentation improved 7% to 24%. And the writer found that the size of the plots and the accessibility are key indicators of the impact of land fragmentation, followed by plots of shape and spatial discrete. Therefore this set of evaluation is proven to possess value in application. The results showed that, regardless of changes in weighting scheme, the final result deviations were less than 10%, indicating that the method has a certain reliability and stability. The treatment effect depends largely on the project can be built according to the plots topography, because of "potential" profit guidance, to better optimize the space layout plots and more rational use of roads and other facilities to enhance accessibility plots. In fact, if the scale of agriculture is appropriate depend on the objectives, because the criteria are different. Therefore, it is necessary to adopt more precise measurement model, as well as a wider range of sample data based on information technology and modeling in land consolidation decisions.
