Nowadays, global warming has forced the nations all over the world to make corresponding adjustments of the energy structure and develop clean energy with lowcarbon so as to reduce fossil energy consumption and emissions of greenhouse gases-carbon dioxide. At the same time, our country also faces many challenges in the energy problems. In terms of energy security in our country, Xinjiang which occupies an important strategic position nationally faces the dual adjustment of energy structure and industrial structure. In terms of energy structure, Xinjiang’s energy structure is coalbased and they are over-reliant on fossil energy with a large amount of energy consumption and emissions of CO2; On the other hand, the industrial structure of Xinjiang is mainly based on the second industry. The characteristics of the industrial structure determine the economic growth mode of Xinjiang by adopting the fossil energy. The economic development mode of Xinjiang needs to be changed immediately. Based on the requirements of energy saving and emission reduction, this paper carries out research by taking the energy consumption structure as the breakthrough point, the energy conservation and emission reduction in Xinjiang as the goal.Based on the background of global warming, the paper studies energy production and consumption structure from three aspect of World,China and Xinjiang, and obtains the idea of adjustment of energy structure. That is to say, use renewable energy to replace the fossil energy. It analyzes the current situation of China’s energy structure and the Xinjiang’s strategic position in the national energy strategy with the importance of energy structure adjustment in Xinjiang being obtained. Decision-making model with multiple objectives based on the target of least carbon emission and energy consumption is built in this paper so as to obtain the most optimal energy structure of Xinjiang and predict the energy structure of Xinjiang in 2020 and 2030. The conclusion of Xinjiang energy structure adjustment is made by the paper. It divides the development process of renewable energy into 3 stages. What is more, according to the different stages of development, the optimizing and adjustment policies are put forward to explore the suitable development path of low carbon and energy saving in Xinjiang from the perspective of finance, taxation, industrial policy and other aspects.
