The Research On The Development And Benefit Of Wind Power Industry In Xinjiang Under The Background Of The Belt And Road

As more and more people pay attention to the development of clean energy, wind power industry is developing rapidly. Wind power industry has developed in Xinjiang early. And Xinjiang has good foundation and rich experience of the wind power industry. China proposed the initiative building the Belt and Road collectively in 2013. The Belt and Road is very important to China’s social and economic development. Since Xinjiang is an important link of the Belt and Road, the construction of the Belt and Road is an unprecedented opportunity to the development of large wind power base and ―going out‖ of the wind power industry in Xinjiang.In this paper, we study the development and benefit of wind power industry in Xinjiang under the background of the Belt and Road. Firstly, in order to providing theoretical support, we start with notional definition, theoretical basis and literature review. Secondly, we study the general situation, the policies and the environment of wind power industry development along the Belt and Road. Thirdly, we probe the development and prospects of wind power industry in Xinjiang under the background of the Belt and Road. Fourthly, we comprehensive analysis of the benefit of the wind power industry development in Xinjiang from three points. Thus, we can find the evidences to support the ―going out‖ development of wind power industry in Xinjiang under the background of the Belt and Road. Three points are economic benefit, ecological benefit and social benefit.(1) In the economic benefit study, with the least squares and Feder model, we research the influence of the wind power industry on economic growth and find that wind power industry can promote economic growth. What’s more, with shift-share model, we study the influence of the wind power industry on industrial structure and find that the wind power industry can promote the development and competitiveness of secondary industry, tertiary industry and manufacturing industry.(2) In the ecological benefit study, we study the influence of the wind power industry on ecological environment in two ways. One is positive benefit, the other is negative benefit. The results show that the positive benefit that wind power industry to the ecological environment is much larger than the negative benefits. In positive benefit analysis, from the way that wind power replacing traditional energy, we calculate the actual environmental value of the wind power industry is 2.1561 billion yuan in 2014. And we find the potential environmental value is greater. In the negative benefit analysis, we find the damage and pollution of wind power industry in Xinjiang is small.(3) In the social benefit study, we find that the wind power industry can promote the employment, adjust income distribution, and improve the standard of living. With the benefit analysis, we find that the wind power industry can promote economic development, ecological environment and social development in Xinjiang. So Xinjiang should seize the opportunity of the Belt and Road to develop wind power industry. And at last, we put forward some policy suggestions about the development of wind power industry in Xinjiang.
