| The system of minimum living standard guarantee for rural residents is the last safety net of the social security in our country. On the one hand it relates to the thousands and thousands of rural resident’s basic living,on the other hand it has the relationship of economic development and social stability. In the process of implement,it is not only satisfied with the people basic living,but also contributed to the economy and society. If our country has no social assistance measures,there will be harmful to the economy and society.In the 1996,Hebei began to build to the system of minimum living standard guarantee for rural residents,and made it have effect.In the May 2005,the government of Hebei published a notice,which is A notice about establishing and improving the system of minimum living standard guarantee for rural residents,and it said something including of the system’s coverage and the standard of guarantee,the way of guarantee,the manner of raising and providing resource,and the process of application and examine.In the November of 2005,the system of minimum living standard guarantee for rural residents put into effect in the whole of Hebei.In the September of 2007,the government of Hebei issued a new notice,which name was A suggestion to promote the development of the system of minimum living standard guarantee for rural residents,and it marked the system to become perfect.Since 2005 to today,the system is becoming more and more better than before,and it is useful to the economy and society and also guarantee the basic right to subsistence,at the same time it promotes the Integration in Beijing-Tianjin-Hebei.In 2005 the system of minimum living standard guarantee for rural residents was put into practice in Hebei.It clear to see that the system had a pretty good effect to support the poor and had an huge achievement.But considering of the recent study,there are less paper about the evaluating the system,and in these research we can only find a large number of research which is belonged to the qualitative investigation.A professor named ChuFuling in Social Security Research Center of The Central University Of Finance and Economics published a report,which included The Report of the China Social Security Development Index 2010.In the report,he asses the China social security according to building the index system.I was inspired by the report,and I want to evaluate the Hebei social security whichwill be benefit to the development of social security in Hebei.However considering of the complexity and sophisticated of the social security in Hebei I can finish the huge evaluation.So I find a simple system that the is system of minimum living standard guarantee for rural residents.According to the researching the evaluation of the system of minimum living standard guarantee for rural residents in Hebei,I hope that I can have a contribute to the development of it.To promote the system ’s effect is the center of this paper.Drawing lessons from The Report of the China Social Security Development Index 2010 and using for reference domestic views including ‘Financial input rate’‘Balance subsidy rate’‘Coverage rate’ and so on.Besides I will build the index system that is built by ‘Relief efforts index’ and ‘Life assistance index’,at the same time qualitative and quantitative analysis will also be considered.According to researching there are some issues in the system of minimum living standard guarantee for rural residents in Hebei,which include ‘the mechanism of management lags behind’ and ‘narrow coverage’,‘low level of protection’,financial burden,lacking of adjustment and contacting with other systems and so on.So aiming at these problems and closing to the conditions,this paper propose some advice:building the dynamic adjustment mechanism and alleviating poverty precisely and so on.These measures aim at to accomplish the stability of system and promoting effect of guarantee,then realizing comprehensive,coordinated and sustainable development. |
