Research On The Operation Of Rural Minimum Living Security System

In order to solve the problem of urban and rural residents in poverty,at the end of last century,China began to explore the establishment of the system of subsistence allowances for urban residents,its establishment is beyond the traditional social assistance,play an important role in solving the problem of poor people.But to see,at present our country on how to solve the problem of poverty in rural areas has not yet developed the guidance document for the rural minimum living security system is still not perfect,"Wubao" as the main approach,although plays an important role in the period of planned economy in China,but with the rapid development of social economy,China’s reform and opening up the risk faced by farmers is more and more big,the previous system has been unable to meet the needs of people’s life and production,the existing problems and defects are gradually highlighted,for example,the number of coverage and security assistance;the standard is not high,it is difficult to protect the people’s normal life level;lack of play role of the civil affairs department to raise funds,limited,social forces play a role is not obvious.Therefore,the measures can not adapt to the current situation of rural development,the need for reform of the system,establish the perfect relief system,guarantee the basic needs of poor people,and eliminate poverty issue fundamentally.This paper takes Xintai city as the research object,through literature analysis,case analysis,normative analysis and empirical analysis,in the investigation and interview and absorption based on large number of data,analysis of the profound study of the overall operation of subsistence security system in Xintai City,including fund raising,guaranteeing that the object issue as well as supervision and management etc,summarizes the experiences and practices of the city,the existing difficulties and problems,and puts forward the advice to improve and perfect the system of operation,provide a reference for the city and other area residents work orderly operation.This paper is divided into six chapters:the first chapter is the introduction part,mainly expounds the research in which the background,purpose and significance of the research,development and change of domestic and foreign about social security and other related systems are compared and analyzed.The second chapter puts forward the theoretical basis of the construction of the rural minimum living security system,including the meaning,characteristics and theoretical support of the system,and analyzes the reasons for the establishment of the system.The third chapter takes Xintai city as the research object,and analyzes in detail the good experience and practice of the city in the operation of rural subsistence allowances,especially the implementation of "double thousand double million"project,which has played a positive impact on the operation of the system.The fourth chapter analyzes the problems existing in the operation of the system in Xintai,and makes appropriate analysis of the reasons,so as to provide reference for the better development of subsistence allowances in the city.The fifth chapter mainly aims at the existing problems and deficiencies in the work of Xintai City,and puts forward the corresponding solutions,and summarizes the promotion,and then provides some enlightenment for other areas to improve the system operation.The sixth chapter mainly includes conclusions and prospects.The main contents of this paper are summarized,and according to the current situation,the prospect is given.
