A Study On The Problem Of Rural Minimum Living Security Standard Of Shanxi Province

In 2007,in order to solve the survival problem of the poor in rural,China began to establish the rural minimum living security system.In the important period that CCP to build a well-off society and Shanxi Province to realize the transformed development,the rural minimum living security standard is the key that the rural minimum living security makes an achievement.On the one hand,the rural minimum living security standards meet the realistic demands and the diversified needs of the poor to achieve the goal of the well-off society;on the other hand,to avoid to result in the burden for local finance and the unsustainability of the system,the rural minimum living security standards have to adapt to the level of the economic development in the area;in addition,the standards also have to avoid the poor to get caught in “poverty trap”to violate the original intention of the system.Shanxi Province has made significant progress in the impact of the rural minimum living security standard.From the perspective of the regulations,the provisions which have established are more specific and practical;The standards show a trend of increasing year by year and the level of security enhances constantly;anti-poverty in rural areas made significant progress,the number of the guarantees and the rescue rate are declining generally;the proportion of women and the elderly had increased year by year,and the proportion of minors and the disabled had decreased.At the same time,there are some problems: the lack of the rural system,the uncertainty of the relevant regulations to formulate standard and adjust;the insufficience of financial support at all levels and government's investment;the standards are too low and the level needs to be increased.In order to solve the above problems,the paper analyzes the influencing factors of rural minimum living security standards in Shanxi Province with the method of stepwise regression,the results finds that the most significant impact is per consumer spending in rural residents;and based on the actual situation of rural economic society in Shanxi Province,the paper uses Engel coefficient method that computes the standard from the perspective of consumption calculates the rural standards of cities in Shanxi Province,the results show that the actual values are lower than the theoretical,rural minimum living security standards of Shanxi Province need to be further improved.Then the paper researches the conditions of relief resources in Shanxi by multi-index comprehensive scoring coefficient sorting method and cluster analysis method,the result is that relief resources in Shanxi are relatively deficient and the distribution is uneven among cities.Considering the existing problems of rural minimum living security standard of Shanxi Province and the present situation of relief resources,in order to ensure the actual life of rural poor groups as much as possible,governments at all levels improve the security from the perspective of strengthening system construction,formulating a complete and standardized system which could compute and adjust rural minimum living security standard,making necessary coordination and allocation of relief resources among cities and so on.
