The Performance Assessment Research Of P County Local Taxation Bureau Based On Balanced Scorecard

Effective management of civil service,among which assessment of civil service is of top priority,is quite important for our society.Otherwise,due to various reasons,most of our existing civil service assessment systems still need improving.With the fast development of economic society,performance assessment is needed badly for effective management in many organizations.The traditional assessment system and assessment methods can no longer meet the needs of the times.As the case,performance assessment is also necessary for management of different levels of civil service in our country.From the status quo of civil service management of our country,however,many problems still exist in civil assessment system,for example,the immature ideas,the defective policy system,the lack of regulations and laws,the outdated assessment systematic development,etc.The paper uses the theory and method of balanced scorecard and illustrates the research and the analysis on the performance assessment of civil service in P County.First,a questionnaire survey was conducted for the existing performance assessment regulations and measures of civil service management in P County.Based on the questionnaire survey,the paper summarizes eight aspects of outstanding problems,for example,the assessment index,the assessment method,etc.Then,the paper makes a deep analysis of the four aspects of causes.Through the use of balanced scorecard,the paper puts forward the countermeasures and designs the operable balanced scorecard system applied to P County Local Taxation Bureau.The balanced scorecard system and the related countermeasures improve the civil service management in P County Local Taxation Bureau,speed up the construction of high-quality civil servants and increase the administrative efficiency.
