The Research Of Rural Production Public Goods Supply Mode

The rural productive public goods provide a strong support for agricultural development. At present,our country agricultural development need to tap on new potential of grain productivity, how to increase grain productivity, improve rural production is inseparable from production security which provided by perfect public goods, nevertheless, supply patterns provide supply guarantee for the supply of rural productive public goods. Divided according to the supply subject, the rural productive public goods supply model can be divided into Government supply model, Market supply pattern, Social self-organization supply model, which has played an important role at different stages of economic development. But the practice has proved that three models all has the shortcomings, the Government supply model exists "government failure" phenomenon and it has the characteristics of intensive, integration, cannot meet the needs of the diversification of agricultural production. The market supply mode due to the presence of "market failure" phenomenon prones to been supplied disorder phenomenon.The social self-organizing supply mode exists "voluntary failure" phenomenon, which provides production of public goods, although can reflect the diverse needs of development of agricultural production to some extent, but its financial and human resources and so on are confined, its sustainable development is not strong. In addition, the above-mentioned three modes of supply there is a common flaw, that government functions are present "dislocation", "offside" and "absence" phenomenon.Agricultural modernization development requires more complete supply model of the productive public goods. In order to clarify the existing problems of our country rural productive public goods supply mode in the current, Selecting three representative of rural economic zone in our country, namely the state farms of Heilongjiang "friendship farm", the economic developed areas in jiangsu province "Huaxi village", the economy of underdeveloped regions in Henan "WangGang Township", based on the case analysis of three rural productive public goods supply modes, probing into three models’ effect in rural economic development of applicable condition and effectiveness. The study found that The three supply modes each has its advantages and disadvantages, and in the supply of rural productive public goods, is basically in spontaneous state, In this paper, by using the theory of multi-center supply and the government’s economic function theory, giving full play to the role of the government, making three main supply body integrate into the multi-center supply network,so that transform the state of spontaneous supply of rural productive public goods into effective system supply.
