Research On Supply Of Rural Productive Public Goods In The Process Of New Rural Construction

China is a developing country with about seven hundred million agricultural population,agriculture still is foundation of the national economy. As a large agricultural country, properly solving issues concerning agriculture,countryside and farmers has far-reaching significance in the construction of socialism with Chinese characteristics. Under the dual economic structure of rural and urban governance, contradictions such as long slow agricultural development,rural public goods in short supply, structural imbalance and low efficiency, significant difference between rural and urban still exist,which have become important restricting factors of sustainable economic and social development in China."The issues of Farmers,Rural Areas, Agriculture Prodution" are more and more prominent,it is largely due to the long-term insufficiency and inefficiency of rural public product supply.To solve this problem,build a new socialist countryside and realize a balanced development between the city and countryside,the government must be solve the countryside public product supplies,which is the most important thing in the rural society s development.The paper takes "public goods" as the starting point in Samuelson s 《The Pure Theory of Public Spending》, points out the connotation.Based on different uses of public goods, this paper gives reasonable classification of rural public goods, which leads to the emphasis of this thesis——productive public goods, and gives reasonable definitions of supply optimization of rural productive public goods, points out the majer role of the productive public goods in rural economic development. In the current situation, complete the rural productive public goods supplies can reduce costs, drive the farmers’income, promote rural development. At present, certain achievements have been made in the rural productive public goods supply in our country, it performes at the increase of financial support agriculture, the improve of productive conditions,the continuous increase of farmers’income, but at the same time it still has a series of problems, how to improve the present status of the rural productive public goods supply in our country has far-reaching practical significance.In terms of rural productive public goods, when its marginal cost equals to marginal revenue, the supply of rural productive public goods is optimal. Under the premise of cost-benefit, the optimal supply of rural productive public goods focuses on "quantity".Using cross-province panel data for2003-2010in China, this paper builds supply optimization models of rural productive public goods under the goal of economic growth,the result shows that:Rural fixed capital stock, crop planting area and fiscal expenditure for supporting agriculture can obviously promotethe growth of agricultural economy, on the contrary, agricultural employment growth will hinder the rural economic growth. Under the goal of economic growth,the optimal size of agricultural expenditure is15.57%, that is fiscal expenditure for supporting agriculture accounted for15.57%of agricultural GDP.Government is having an excessive intervention policy on agricultural production, whose agricultural expenditure is more than the optimal size (15.57%) at present. In view of the empirical analysis above and the actual situation in our country rural area at present,this part provides some feasible suggestions from the aspects of public finance system, supply decision-making mechanism,product provider, fund raising and supply structure.In order to realize optimization of rural productive public goods and let all people share the results of reform, development and stability, we must respect agricultural economy development law, implement the policy of "giving more, taking less and loosening control", adjust supply structure of rural productive public goods, positively guide the social capital to participate in the supply,in order to promote the rural economic prosperity, to raise the farmers income level,to realize urban and rural overall coordination development as the goal.
