The private economy is the lifeblood of the economy in Quanzhou City, and the private SMEs(Small and medium enterprises) take the 85% of private enterprises of Quanzhou. In recent years, the technology revolting & upgrading(The technology R&U) of private enterprises(especially the private SMEs) attracts more and more attention of Quanzhou Municipal Government. For better development, the governmental departments made a series of policy and operation for supporting the technology R&U. However, the supporting policy doesn’t seem to work and the private SMEs still stay on a low technological level. Therefore, finding out the shortcoming of the policy and governmental operation is the key to solve the problem of governmental supporting for the technology R&U of private SMEs.This paper discusses the role of government, the SME in policy-making, the dissevering of administrative responsibility and their relationship, which weaken the governmental supporting for the technology R&U on the basis of analyses of Quanzhou Municipal Government’s operation.Compared to the ways of USA, EU, Japan and South Korea, this paper abstracts the suitable methods for the SMEs in Quanzhou, which are: firstly, Building the multi-way supporting system for taking place of the unitary monetary supporting method; Secondly, the government should pay more attention to service but not guiding; And last, keep the continuity of the supporting policy and operation.And the paper also try to build the mechanism of correcting & compensating for government supporting operation, which can offer the last guarantee against to the possible negative consequence by incorrect governmental operation.
