A Study On The Evaluation Of Lowest Life Guarantee Security Capability Of Yunnan’s Population With Less Ethnic Rural Areas

This paper in combing the lowest life guarantee replacement level both at home and abroad on the basis of literature review, Ban na, De hong, Nu jiang ethnic groups with small populations of the basic situation of the rural minimum living security has carried on the questionnaire survey. And The De’ ang nationality, Pu mi nationality,Jing po nationality, nu nationality and Du long nationality and Ji nuo nationality as investigation object, and insight into the population less nationalities in Yunnan Province situation and low standard of living in the countryside policy implementation present situation, and separately for the living standards of rural ethnic minorities in Yunnan Province and the low level has carried on the empirical analysis. Using Analytic Hierarchy Process(AHP) and the living standards of ethnic minorities in Yunnan Province rural minimum living security ability to make the evaluation, the rural population less nationalities in Yunnan Province is obtained lowest life to ensure the implementation of the status quo and problems. This paper based on the improved extended linear expenditure model, the evaluation standards of subsistence allowances for rural population less nationalities in Yunnan Province and the rationality of the proposed operable establishment of rural minimum living guarantee line basis and method. In combination with national differences, urban and rural differences, regional differences, the longitudinal analysis in rural population less nationalities in Yunnan Province empirical analysis of the low level, and the six population less nationalities living standards in rural areas and the lowest life to ensure ability to make the evaluation. Through the above analysis, on the one hand, to understand the poor implementation of rural ethnic minorities in Yunnan Province, and in view of the low standard of the reasonable ethnic minorities, formulate problems are analyzed. On the other hand,it has made a evaluation to the lowest life guarantee ability of Yunnan Province, and draw lessons from foreign successful experience of rural minimum living security system, make the lowest life guarantee ability system of ethnic minorities in Yunnan Province development choice, safeguard farmers’ sustainable livelihood.
