The Current Situation And Issues Studying Of BT Mode

Urban infrastructure construction is an important component of urban development. China’s infrastructure construction is facing a huge shortfall in funds, although the country’s budgetary funds increase year by year, but compared to the huge financial input required, the gap is still quite large. On the other hand, China’s private capital is abundant, how to use innovative financing methods to attract private capital actively participate in infrastructure construction, so as to improve the infrastructure construction situation depending on the financial input of government agencies.It is to be a major problem for governments.Using BT mode for urban infrastructure construction, not only can ease the limited financial capital input to accelerate the pace of urban construction,but also can allow sufficient private capital integration into the urban investment in municipal infrastructure construction, to form a new profit growth point.In the 1980s, prevalent in the developed countries of the BT mode, it is also more widely used in China’s infrastructure construction, but in some small and medium-sized cities was just getting started.How to use urban BT mode in infrastructure construction is also a lack of in-depth study. This paper for BT research includes the following aspects:This paper first narrates the infrastructure, the existing problems, and significance of research. Then it discussed the concept of the BT mode, the legal basis,the differences between BT mode and funding and contracting, the way of operation issues, including special consideration of BT mode, BT repurchase and transfer of the project, revenue recognition issues of BT project contract and the revenue in the BT projects in detail. BT projects involve a lot of participants, therefore,BT model has lots of risk factors that uncertainty. Papers in Chapter 3 firstly constructed risk assessment modl of BT mode, and detailedly discusses the riskes that BT projects may face.Finally the article puts forward countermeasures on the risk of BT mode.Based on the uniqueness of BT mode, The legal characteristics of BT concession agreement has always been controversial. In the chapter 4, it discusses BT legal nature from two aspects including the concession agreement and the principal part of BT legal agreement. Meanwhile, BT project also has its own legal characteristics, including the legal nature of the special nature of BT, the particularity of main part, the object of investment and the complexity of legal relationship.It also analyses the parts mentioned above.Finally, the thesis empirically studys Road and Pipeline Network BT Construction Project of Tiangang Stone Industrial Park, Jiaohe, Jilin.
