Theories are reviewed from the basic theory of cybernetics theory to the application of management; from the research results of the system theory to the application of management; from concept formation of the negative feedback in wireless communication technology to negative feedback system and the negative feedback system in the application of management. Negative feedback system theory enlarges the system management system and improves the control theory in the application of management.In this paper, negative feedback system of the retail service enterprises are studied from three aspects: Firstly, what is the framework of the organization of retail services enterprises negative feedback system; Secondly, how to make the feedback information as timely, accurate, comprehensive as possible; Thirdly, retail services business stores operating conditions is focused, objective factors to the good or bad impact of its operation are anglicized and the positive effect of the negative feedback system is affirmed. Thinking of "closed-loop negative feedback management" is used in retail services stores system and it is considered that the processes of the negative feedback system includes five steps: parameters input, make system model, information feedback, measurement of error, system control, and fuzzy comprehensive evaluation method is used to measure errors.Finally, examples of the development of one Shanghai food company are made to certify the positive roles of negative feedback system in the achievement of objectives of headquarters in the retail sector.
