The total quantity of identified mineral resources in China is very big which is almost 12 percent of the world, and is about the third place in the world. There are more than 20 kinds of mineral proven reserves in the world forefront. However, mineral resources situation in our country is not optimistic, and mineral resources per person is only about 58 percent of the world’s average level which is about the 53rd place in the world. Among all the existing mineral resources, there are only about 60 percent can be explored and put into use, and only about 35 percent can be produced. So the situation of reserved mineral resources which are actually available is not optimistic. Therefore, we must take great care about the exploitation of mineral resources, strengthen comprehensive recovery and utilization. Otherwise, despite high utilization rate in some places, there are a lot not be used in high efficiency, either not high utilization level. So in order to do some analyses and evaluation of technology, we need to operate relative theories about technical and economic from the technical and economic point of view for the future guidance of comprehensive utilization for fly ash.This article based on the analysis of iron resources and development of iron industry in our country, according to the iron and steel production process, considering relationship about demand of iron resources, steel and iron, use of growth curve model describes relationship between cruel steel production and GDP, respectively making simulation and prediction on China crude steel production peak in 400 million and 450 million, demand for iron ore expected in 2010 the high and low limits are 880 million t and 1.07 billion t. Then this article use economical cycle theory, and advocate the technology lines of iron ore resources development to achieve recycling economy and put great emphases on smelting process of solid waste, waste water, emissions reduction and recycling channels in the process of exploitation, melting, and choose three typical case, making analysis of the social and economical comprehensive benefits for the iron ore resources. At last, according to the problems existing in comprehensive utilization of iron ore, it advocates the strategies and policies for strengthening and improving iron ore resources.
