China's Marine Economy Growth Assessment And The Reasearch Of Influencing Factors Under The Restriction Of Environment

During the "Eleventh Five-Year Plan" period, China's marine economy has developed very fast, but it is still in primary stage. It is caused widespread concern that the marine economic growth is how to change and what can we do to enhance the overall strength of the marine economy. But the current literatures which measure the marine economic growth mainly exist the following questions. (1) The papers do not consider the impact of undesirable output of the marine economy efficiency evaluation. (2) The measurement of marine economic efficiency employs the traditional DEA model rather than using non-radial, non-oriented efficiency measurement method. (3) If one decision-making unit has reached the production possibility frontier, current literatures only show that this decision-making unit is efficient or non-efficient. In other words, it does not give appropriate recommendation about how this decision-making unit may develop in the future.In this paper, it considers the above three areas and employs the China's coastal 11 provinces marine economic panel data to develop a new productivity index measurement method combining the characteristics of different production frontiers to measure China's marine economy efficiency. The assessment of China's marine economy efficiency includes the evaluation of static efficiency and dynamic efficiency. Meanwhile, this paper can employ the space tobit panel data model to analyze marine economic growth performance factors. The results show the next followings.In the static efficiency of China's marine economy growth, this study shows these three results. (1) According to time dimension of static efficiency of marine economy growth, the marine economy inefficiency is mainly aroused by the desirable outputs and undesirable outputs, wherein the proportion of inefficient of desired output is rising, the proportion of inefficient of undesirable output (pollution) is declining. (2) According to region dimension of static efficiency of marine economy growth, the unbalance of comprehensive economic development indirectly leads to the unbalanced of marine economy development. (3) Shanghai and Guangdong have reached global frontier. Guangdong should raise the technical level of labor. Shanghai needs to improve the technical level of pollution. About the provinces which have not reached the global frontier, Hainan and Guangxi should not only improve the input-output structure, but also should improve the technology of desirable output. Other areas should primarily improve the current input-output structure, so that they can reach the global frontier faster.In the dynamic efficiency of China's marine economy growth, this study shows these three results. (1) According to time dimension of the ideal environmental total factor productivity, before the year of 2006, the ideal environmental total factor productivity (LTTP_Ideal) has average annual decline of 2.1%. But after 2006, it has average annual growth of 0.7%.The ideal environmental total factor productivity related to technical progress (LTIdeal) has grown 9.7% in 2006. But after 2006 it has declined annually. In other words, the marine economy frontier has reached a higher production frontier which is pushed by"Eleventh Five-Year Plan" but then reached a lower production frontier. (2) According to regional dimension of the ideal environmental total factor productivity, the LTFP_Ideal after 2006 has increased before 2006. After 2006, the LTFP_Ideal of "high"areas and "low" areas show the trend of average annual growth. The LTFP_Ideal of "Medium" regions show the trend of average annual decline. (3) In point of the technology gap, backward regions have the potential advantages, so that the technical progress of these areas can be improved faster after the policy has stimulated than developed regions.In the factors of China's marine economy growth efficiency, this study shows these results. (1) There are positive spatial spillover effects in the static efficiency and the dynamic efficiency of marine economy growth. Therefore, in the process of marine economic development, it is important to give full play to the spatial effect. (2) There exists U-shaped relationship between the static efficiency of marine economy and the real gross ocean product (RGOP).11 areas have already manufactured in the right of efficiency of the symmetry axis in 2011. The current endowment structure of marine economy between labor and capital needs to be adjusted. The improvement of third industry of marine economy and the extent of regional open can be beneficial to enhance the efficiency, but they slow down the rate of improving efficiency now. Reducing the region's pollution and improving the quality and efficiency of human capital can promote the development of marine economy. China's marine economy is influenced significantly by policy. The "Eleventh Five-Year Plan" has improved efficiency and total factor productivity of China's marine economy, thus contributing to the development of China's marine economy.
