It takes the Guangxi Beibu Gulf Economic Zone as the research object,and establish the flood risk analysis model and the corresponding index system based on GIS,which considers three aspects of flood hazards,vulnerability and mitigation.The relationship between flood risk and city are analyzed as well,which will provide the basis for the relevant decision-making.Firstly,according to the formation mechanism of flood disaster and the availability of data,it establishes the flood disaster risk assessment index system which selects 12 indicators.The AHP are used to determine the effect weight of each index factor.Then combine them based on GIS spatial analysis function to get the Beibu Gulf Economic Zone flood hazard,vulnerability,mitigation and the comprehensive flood risk assessment.distribution map in 1996,2005 and 2014.The results can be seen that the southeast coastal areas which affected by its natural and social attributes,has been in a high state of flood risk.Then the Beibu Gulf Economic Zone flood risk is divided into two periods from 1996 to 2005 and from 2005 to 2014.It analyzes the each factor that impact on the change of harzards,vulnerability and flood risk of each period.Using the composite index method,the comprehensive city rate of Beibu Gulf Economic Zone are got,and analyzes the relationship between the rate and the flood risk.It is found that they have good consistency,namely the higher the city rate is,the faster the growth of city flood risk,and the vulnerability changes that urbanization caused leads to significant effect of regional flood change.From the above results,the most serious flood risk areas of Beibu Gulf Economic Zone is in the southeast coastal areas all the year,as well as major rivers,especially the river at the confluence of the extra attention to flood superposition.And with the further development of the city,small and medium-sized city in the future there will be a rapid increase in the risk of flood situation.At the same time,the flood control and disaster reduction capacity there is weak.Therefore,the comprehensive risk will be increased even more,which needs to pay more attention and takes corresponding measures to prevent.
