Land and resource is the main material basis of human production and life,and is the foundation of human survival and development,therefore,the management of the land and resource,and the improvement of the level of the land and resource utilization are necessary for human development.The development and application of high-tech technologies such as computer technology and network technology,(in particular,the geographic information system,GIS,the remote sensing technology,RS and the global satellite positioning technology,GPS),has brought a revolutionary change to the land and resource management.Due to the popularization and application of the 3S technology in the field of land and resource management,the land and resource management mode has been changed from paper,low efficiency,extensive form to digital,high efficiency and elaborate form and old operating type is ended.Many land and resource management systems which are supported by the "one map" and kernel database have been applied.According to the characteristics of county-level land and resources data,such as,so much types,wide sources,multi-dimensional,large amount of data,dynamic changes,and so on,and the existing speed of data updating,real estate data integration,data heterogeneous,low level of digital practical and so on,this paper has formulated the reasonable data classification standards,data organization and database design,used spatial data conversion technology,spatial data engining technology,extract transform loading technology,used Oracle database,ArcSDE,.NET Framework3.5 and other softwares,achieved data integration,classification,storage and other processes,and ultimated the formation land and resources "one map" kernel database system to solve the current county land and resources data problems.This paper validated the feasibility of the above key technologies and methods with the example of "one map" dynamic comprehensive monitoring platform in Yantai Fushan data center.On the basis of correlated studies both at home and abroad,the theory of "one map" and kernel database of land and resources was summarized,and Yantai Fushan data center come true.From this study,we reached the experimental purpose basically and obtained the Yantai Fushan data center-"one map" dynamic integrated monitoring platform.In this paper,through reading a large number of relevant literature at home and abroad,and a comprehensive summary,I have gotten not only the construction research theory of the land and resources "one map" kernel database,but also the improvement of the knowledge study,and made the Fushan "one map" kernel database into a reality.The theoretical knowledge and technical achievements obtained in this study can not only provide reliable and careful data support for the future land and resource management of Fushan,improve the efficiency and operational level,and improve the efficiency of the land and resources management,but also provide a certain theoretical guidance and reference for other similar construction.
