This paper mainly studies the improvement of the traditional Analytic Hierarchy Process( AHP) and its application in typhoon disaster risk assessment.In the Multi-Criteria Decision Making( MCDM )problem,whether judgment matrix has consistency is directly related to the rationality and scientificity of the decision resulf:First of all,taking into account the author's subject group in a practical application of meteorological disaster assessment,the data involved is relatively large,and we found that the traditional AHP method is not ideal.So we propose a new method for consistency test of the judgment matrix and the Chi-square consistency index( CSCI )based on probabilistic statistics and hypothesis test,and two new methods for the consistency correction of the judgment matrix based on the convex combination of perturbation deviation matrix are presented,so the new AHP method(NEW- AHP )is formed.Secondly, we through careful analysis the Hainan typhoon meteorological data, the Hainan typhoon disaster data and other relevant information in Hainan area,establish the environment sensitivity,the risk of hazard factors and the vulnerability of the bearing objects model,and integrated into the risk assessment model of typhoon disaster in Hainan.Finally,we use NEW- AHP to calculate the risk assessment value of each area in Hainan and give the ranking of risk area,and achieved good results,it has certain practical significance for disaster prevention and mitigation work in Hainan area.This not only enriches the typhoon disaster risk assessment theory,but also for the local government departments to provided a basis for decision-making.
