A Study On The Government Management Of The Development Of Uninhabited Islands In Quanzhou

Uninhabited islands are an important part of marine resources.It is of great value for comprehensive development and utilization.It is of great significance to the development of marine industry and the economic space expansion.Since our country has payed high attention to marine economy development,how to protect and utilize uninhabited islands is a subject needing to be considered.Taking the government management of the developments of uninhabited islands in Quanzhou as the research object,this paper collects relevant policy documents and statistical data to conduct field studies of several uninhabited islands.Starting with the plannings and developments of uninhabited islands in Quanzhou,this research holds the idea that governments have the following problems in management.:The regional planning of uninhabited islands development is imperfect;the coordination between multiple departments is difficult;governments don't enhance the attraction of uninhabited island development market;governments don't fully propagate ecological environment protections of uninhabited islands before promulgating law of oceanic islands;the supervision tasks of uninhabited islands are heavy.After analysis,this paper proposes that the major causes of the problems are as follows: Professional talents for developing uninhabited islands and information materials are insufficient;the coordination role for developing uninhabited islands is absent;governments ignore their leading roles in developing uninhabited islands;governments lacks ecological environmental protection consciousness of uninhabited islands;the supervision powers of maritime administrative departments are inadequate.On this basis,this paper draws lessons from the managerial experiences of domestic and foreign governments in developing uninhabited islands.And then,this paper proposes to promote the scientificity of planning of uninhabited islands;establish comprehensive coordination mechanism of uninhabited islands development;increase the support strength of governments;intensify the ecological environment protection consciousness of uninhabited islands;and enhance supervision,which provides a reference for improving the government's management in developing uninhabited islands in Quanzhou.
