Research On The Emergency Mechanism Of Typhoon Defense In Quanzhou City

Under the background of the in-depth development of urban informatization,the use of grid management has achieved certain results in social governance,and the formation of a new management mechanism for grid management has mainly required that the management scope,content,and persons responsible be organizational units,respectively.The incidents and disposal units are formed under the digital and informatization means.Compared with the traditional management mode,the new management mechanism has the advantage of transparent information and a clear bottom line.There will be no situation where the original responsibilities are not clearly divided.A new model of urban management that enables linkage management and resource sharing.Since the grid management of Quanzhou was completed,it has achieved good results in urban management.Quanzhou is a city where the degree of typhoon disaster exposure is relatively frequent.Typhoon is a comprehensive natural disaster with high speed,long duration,wide area of hazard,multiple types of disasters,and many disaster-responsive departments.The emergency management capability of the department is very comprehensive.The existing problems in the defense mechanisms for typhoons against typhoons in Quanzhou include: passive disaster handling,extensive emergency response methods,delays in resource scheduling,and lack of emergency knowledge.It is difficult to meet the requirements for refined management in the information age.Typhoons often cause disasters such as urban hailstorms or flash floods.There have been successful cases where other cities have applied grid management in the urban flood prevention emergency command.On this basis,based on the status quo and effectiveness of Quanzhou Grid Management,the paper proposes to use the advanced experience of other cities for reference,and proposes the countermeasures for optimizing Quanzhou's defense mechanism against typhoons in the perspective of grid management.That is,the grid is allocated rationally,and grid members are used to proactively discover the disaster situation.Under the joint cooperation of departments,a smooth channel for the communication of department information is established to optimize the basic emergency resources protection system,and more social organizations are invited to join the rescue.During the operation,the role of the government in guiding and supervising public opinion was enhanced.From the perspective of the Quanzhou government's “effective integration of pre-built systems,appropriate integration of departmental systems,and prevention of redundant system construction”,it is also a useful attempt to apply grid management to defense mechanisms against typhoons.
