To the growing greenhouse effect, the world has begun to take the road of carbon dioxide emissions. Oxyfuel-combustion CCS is a new technology of carbon dioxide emission reduction, this technology can effectively reduce carbon dioxide in the atmosphere, while ensuring the use of fossil fuels is not affected. As China is still a fossil fuel based energy structure, and assume a lot of carbon dioxide emission reduction tasks, so our country vigorously develop oxyfuel-combustion CCS technology is particularly important. However, the current oxyfuel-combustion CCS technology is still in the demonstration stage in the world, the extensive application of oxyfuel-combustion CCS project will not be able to avoid a lot of risk. This paper takes oxyfuel-combustion CCS project as the object of study, and analyzes and evaluates the risk of the project.Based on the literature analysis, this paper explores the actor network of oxyfuel combustion CCS project, and then completes the risk identification of oxyfuel combustion CCS project.Detailed analysis of the identified technology, society, economy and environment four field 18 risk factors, so as to construct the oxyfuel-combustion CCS project risk evaluation system, and further to identify the risk factors. Among them, the economic risk has done a further contrast calculation. This paper introduces the fuzzy network analysis method based on triangular fuzzy number, and applies it to the risk assessment of oxyfuel-combustion CCS project.The study found that the weight of the economic risk, social risk is the top two, while the environment risk of the lowest weight.This paper draws the oxyfuel-combustion CCS project integrated risk level is 0.373, compared to other project risk and general risk classification that oxyfuel-combustion CCS project risk belongs to the medium level, should vigorously develop and pay special attention to all aspects of risk, and take effective measures to deal with it.
