Hubei, as one of the pilot provinces of “integrated management and disposal urban-rural solid waste” by Ministry of Housing and Urban-Rural Development of the People’s Republic of China, has started integrated management and disposal of urban-rural solid waste. Now, systematic study on integrated management and disposal urban-rural solid waste is absent in our country, especially study on methods to evaluate the present situation and optimaize the facilities layout.This thesis, based on field survey and statistics of present situation about integrated management and disposal of urban-rural solid waste in Hubei, by building Fuzzy Synthetic Evaluation Model, aimed to analyze and evaluate the present situation, find out the constraints of integrated management and disposal of urban-rural solid waste in Hubei, and find out regional differences. On different ways of integrated management and disposal of urban-rural solid waste, I built Minimum Cost Model about facilities setting, simplified and corrected it. Based on the “Thirteenth Five Year Plan on Integrated Management and Disposal of Urban-rural Solid Waste”and some plans of several counties in Hubei by our group, I used my built models, and came to the conclusions that:(1) By several analysis methods such as qualitative analysis, semiquantitative analysis and quantitative analysis by Fuzzy Synthetic Evaluation Model, I analyzed and evaluated the present situation of integrated management and disposal of urban-rural solid waste in Hubei. I have found that: The whole situation of integrated management and disposal of urban-rural solid waste in Hubei is not very good, serious imbalance among different districts or between city and country have been found because of different economic capacity and policy, the key constraints have been found as facilities lack and financial strain.(2) By using the Minimum Cost Model on layout optimization of integrated management and disposal of urban-rural solid waste in Sui County, Hubei, I found that: layout is very important, and, comparing the optimal layout with the worst one calculated by the Minimum Cost Model, total cost, transfer station cost and transportation cost can decline by 15%, 43% and 60% respectively. Meanwhile, on integrated management and disposal of urban-rural solid waste in Hubei, we should not follow the policy “Collection in the village, Transportation in the town and Disposal in the county” blindly, but divide the districts based on factors such as road traffic, transportation distance, and waste output. We should choose ways carefully on district with poor road condition such as mountainous or rolling area, or district with long transportation distance. We should center on emphasis towns and divide three or four towns together. Districts with too long transportation distance or in a lonely area, can constitute smaller groups.
