A Study On The Present Situation And Countermeasures Of Shucheng County’s Rural Life Garbage

With the development of economy and society, the social and economic life in rural areas has undergone great changes. Farmers’ living standards continue improving. However, the rural environmental condition is becoming worse and worse, especially the problem of living waste disposal, which becomes increasingly urgent. The problem has caused widespread social and public concerns. The government has also gradually realized the severity and importance of this problem and has made some policies about rural cleaning project to dispose the rural domestic waste. After the government departments’implementation of the policies, the condition of rural garbage disposal has got some improvements, but the problem of rural domestic waste has not been completely solved and in the process of specific implementation, many difficulties have arisen. Therefore, basing on the traditional research findings and scientific research methods, the author of this thesis went to the rural towns in Shucheng county to get the first-hand materials of rural domestic waste so as to research the problem of Shucheng county’s waste disposal. Since 2010, Shucheng County has implemented the rural cleaning project whose main content is to deal with the living waste. The government and related departments have provided special funds for this project. According to the government’s program guidance, Shucheng County, constructing the rural life garbage treatment facilities and purchasing the related equipment, has formed a set of management programs and models for dealing with rural life garbage. The garbage situation in rural areas of Shucheng County has been improved to some extent and the rural living environment has also been improved. However, in the process of specific implementation, there still exist unreasonable phenomenons, unscientific management methods and non-standard operations. The enforcement of policy can not be guaranteed; the system of supervision and evaluation is not fully developed; and the specialized capabilities of relevant management personnel are limited and so on. The garbage treatment level of Shucheng county remains to be further improved. The author of this study, basing on the relevant researches on rural domestic waste both abroad and at home, learned about the theory of rural domestic waste and re-sorted the status of rural life garbage treatment in Shucheng County. The problems and reasons of rural domestic waste treatment have been found out. Also, some concrete countermeasures and suggestions to further improve the treatment of rural life in Shucheng County have been put forward in this study in the hope that Shucheng can make a great progress in the rural domestic waste.This thesis is divided into five chapters. Chapter One is the introduction of this thesis, which mainly introduces the research background, significance, innovation and sorts out the relevant researches both abroad and at home. Chapter Two gives the definitions of relevant concepts on rural domestic waste disposal, shows the relevant theories and analyzes its significance. Chapter Three first investigates the basic situation of rural living waste in Shucheng county, then comprehensively understands its disposal from the aspect of policy program, facility construction, management mechanism and personnel awareness. Chapter Four, basing on the present situation of Shucheng county’s waste disposal, discusses its problems and shortcomings, and analyzes the possible reasons. Chapter 5 analyzes the three main principles to enhance the level of rural living garbage disposal in Shucheng county. From the aspects of laws and regulations, financial resources, management methods, policy implementation, monitoring and evaluation, implementation efficiency and education, the author has made some relevant suggestions for the rural garbage disposal.
