The Economic Evaluation Of Investment In Natural Disasters’ Prevention And Mitigation

With the deepening of the economic activities, natural disasters’ serious harm to our country economy development and social stability, under the background of complex geographical meteorological conditions, appear more and more prominent. The people’s life and property safety will be damaged by the sudden natural disasters at any time, natural disasters has become one of the great hidden danger for the sustainable development of our country. In response to the growing of natural disaster risk, the Chinese government having invested heavily for many years in the field of disaster prevention and mitigation and science research and also achieved some results. But it’s still in relatively backward at present comparing with developed countries of modern disaster prevention and mitigation.Jilin province has always been a big agricultural province and the important commodity grain base in our country. Agriculture plays a significant role in our province economic structure. Given the vulnerability of agriculture, strengthen the investment of disaster prevention and mitigation is of great necessity and urgency in our province.The research direction of this article is trying to clear up and assess its economic benefit and effect on the basis of predecessors’ research for our country Jilin province. This article set up a relatively systematic and overall evaluation index and method of analysis for the first time. At the end of the respective analysis, we gave the empirical analysis and theoretical analysis for the overall economic benefits and disaster prevention and mitigation of investment in Jilin province and our country.In this paper, we finally found the economic benefit of investment is not conformed well to the theoretical analysis results, for disaster prevention and reduction in Jilin province and our country. Both of which have short-term economic benefit, but the long-term economic benefit is not very obvious.
