China is the one of the countries that are of the worst natural disasters in the world. Earthquakes, typhoons, floods, drought, hail, lightning, red tide, storm, storm surge, geological hazard, forest and grassland fires, forest pests and diseases of plants and other natural disasters have occurred in China.most population distribution is in more serious areas of the geological, meteorological and other natural disasters.The affected people of perennial statistics are more than 2 million. The past decade, the economic losses caused by natural disasters billion yuan in 1000 each year. Especially the 12 May 2008 Wenchuan County in Sichuan Province since the founding of new China the most devastating, affecting the widest range, greatest degree of relief 8. O-level earthquake. The earthquake caused significant losses in life and property and social economic development, especially the rural areas. From this fully functional community disaster prevention and mitigation is necessary to establish and improve the rural areas disaster prevention and mitigation measures in rural areas in China's modernization and sustainable development strategy is of great significance.In fact, China is one of countries are of the most frequent natural disasters in the world. China have several thousand years of history, that is, from a side view of a history of disaster prevention and disaster mitigation. There are many kinds of natural disasters, wide geographical distribution and the high frequency of disasters caused losses. At the same time, China is in the process of rapid urbanization, most of the population still lives in rural areas. However, China's urban-rural dual structure in rural areas is as disaster prevention and reduction of the weak areas. Coupled with the construction of infrastructure in rural areas have been lagging behind, scientific and cultural quality of farmers is not high, lack of awareness of disaster prevention and mitigation, disaster prevention and mitigation application of technology is not strong, the rural monitoring and warning system monitoring and early warning capacities. Therefore,there will be a long way in rural and disaster reduction.The paper structure is divided into six parts: InstractIion paper describes some of the major policies of disaster prevention and mitigation of rural background and significance of issues raised, and sort out the situation of the Western theory of crisis management.The second chapter interpretes concepts and theories in the disaster prevention and mitigation. The fourth chapter discusses an example of earthquake disaster prevention and mitigation policies and running the rural situation. The fifth chapter describes the United States and Japan, disaster prevention and mitigation policies in rural areas, and points out the policy on disaster reduction in China having a great reference. The final chapter explains improving of disaster prevention and reducing of rural policy recommendations.inthe system and mechanism for the establishment.
