At present, the construction safety of petrochemical engineering is facing severe situation. Safety accidents occur frequently. It is necessary to study deeply the safety control in the field of construction safety management.2 million tons of continuous reforming project (hereinafter referred to as the continuous reforming project or the project) belongs to the typical petrochemical engineering construction project. The project are characterized by large workload installations, dense construction operations, more crossover operations, high safety control objectives and more difficult safety control.This thesis focuses on the study of construction safety control of the continuous reforming project. It applies the System Safety Management thought, combines with the construction safety control procedures of petrochemical engineering, and bases on the project construction safety analysis, to establish the project construction safety control system, and provide the safety management methods with reference to the petrochemical engineering construction.First of all, basing on the task constitute and safety characteristics analysis of the project construction, this thesis applies the methods of job hazard analysis, safety checklist and multiple-factor analysis, and analyzes the project construction security risk, to identify the factors of affecting the project construction safety, grasp the natural environment hazards, the management hazards and the unit of work hazards of the project, and determine the safety control object.Secondly, according to the construction safety control procedures of petrochemical engineering, this thesis applies the system safety control methods, establishes a whole process and multi-level safety control system in line with the different control object, to determine the procedures and methods for the project safety control. Before the project construction, adopts the multilevel safety precautions of project totality, key part and specific hazards. During the project construction, adopts the dynamic control methods of keeping the original measures, enhancing the education and training, and strengthening the check and assess. The dynamic control keeps the construction site in a safe state all the time. After the accident, adopts the timely counter-measures of emergency response, emergency disposal and rescue and emergency recovery and reconstruction.Finally, this thesis discusses the specific methods and measures of the project safety control. With the help of legal means, economic means, technological means and management measure, for different hazards, the measures are specific and targeted. It achieves the control effects of total response, emphasis break and target response, establishes a basis for realizing the project safety objectives, and provides a reference for the safety control of petrochemical engineering project. It is significant for practical application.
