Study On BOT Model Of H Municipal Solid Waste Comprehensive Treatment Project

Since the reform and opening up, China's urban waste generated each year is growing at 8% of the weight of the rapid growth rate. Rapid growth in the amount of waste on the one hand affect the overall appearance of the town, reducing the quality of life of residents; the other hand, waste lag on the health of the natural environment and residents also constitutes serious damage.However, a long, comprehensive treatment of domestic waste management has been a traditional business-oriented management mode, and set investment and construction as one of the government management. Under the model, the cost of garbage disposal is mainly dominated by government funds, limited to such a mode of investment over a single, small range of financing such investment funds between household waste and demand contradiction more serious. In this case, BOT model as a new project development model is introduced into the country, then the model has achieved the desired results in terms of our country's roads, bridges, sewage treatment, in order to broaden its scope, it has to be applied to the waste disposal areas, BOT model is not only able to broaden the financing channels of the project, to alleviate the shortage of funds, but also to the effective introduction of social capital, so as to form a good competitive situation. However, BOT mode is used will also have some problems, such as BOT-related system is not perfect, and so difficult to implement the fee system, in view of the above problems, and therefore the Assessment of BOT model in Solid Waste Treatment Project has a very important practical application significance.In this paper, the theoretical analysis and practical case studies combining theory first introduced the BOT and related concepts of municipal solid waste disposal, and saved as a BOT pattern to the municipal solid waste disposal theoretical basis. Secondly, briefly describes the current status of our municipal solid waste disposal and the problems were analyzed. Again, the paper by the case "H Municipal waste incineration plant," the analysis shows the feasibility of the BOT model in the integrated treatment of garbage. Furthermore, for the economic benefit of the poor and other issues appear incinerators proposed reform of the current waste disposal fee system, and gives the perfect system of municipal solid waste disposal fee of reasonable recommendations. Finally, in order to promote the application of BOT model in the field of municipal solid waste, the paper from several aspects of legal policy, existing waste management system, personnel training, government supervision and put forward rationalization proposals.
