Non-coal Mine Safety Management Methods Based On Traditional Chinese Culture

At present,most of the non-coal mining enterprises in China are in the transition stage between the process safety management mode and the system safety management mode.As the system safety management mode was been proposed based on the Western culture,and it lacks of local cultural characteristics,which may lead to acclimatized and difficult to achieve the ideal effect if it has been directly used.Chinese non-coal mine safety management in the planning,doing,checking and action stages mainly exists safety management plan is not detailed enough,the implementation of the security plan is not enough,the depth of the security inspection is not enough and improper reward and punishment was summed up based on the four stages,eight steps of PDCA cycle.Through the analysis of management philosophy in four ideological system,Confucianism,Taoism,Legalism and the Military which had profound influence of Chinese traditional culture,concluding the safety management thought which is mainly embodied in the Confucian benevolence thought,Taoism inaction thought,Legalism Thought of legal system and military strategic thinking.Aiming at the present situation and existing problems of non-coal mine safety management in C hina,puts forward to combining the safety management thoughts in traditional Chinese culture with the non-coal mine safety management.Through reasonable safety management objectives and planning measures,the perfection and implementation of safety management rules and regulations,effective development of safety education,national participation in safety management,the effective implementation of the security check,appropriate incentives and security management experience and lessons of the analysis,to form the non-coal mine safety management methods based on traditional C hinese culture.According to the incentive theory,the non-coal mine safety management method based on the traditional C hinese culture is used in the mine security checking,different incentives should be used according to the different role of inspectors.Target incentives,work incentives and learning incentives could be implemented on inspectors.The other side,participation incentives,respect incentives,negative incentive and honor incentive coexist could be implemented on who was inspected.In view of the existing problems of C hinese non-coal mine safety management at present stage,introducing the thoughts of safety management in Chinese traditional culture.The establishment of the non-coal mine safety management mode based on the traditional culture of our country is more in line with Chinese national conditions and human feelings.It can achieve with the international practice,which can effectively improve the safety management efficiency of C hinese non-coal mines,and make the goal of system safety management requirements coming true.
