As a limited resource,marine environmental capacity should be used rationally,that is the rate of use does not exceed the rate of update.Then,it can be sustainable used.However,in recent decades,as the development of economy,the process of urbanization accelerated,population grow and transfer to the coastal zone, marine environment bear extreme pressure.The scarcity of marine environmental capacity becomes more and more significant.In recent years, water pollution of the Pearl River has not been effectively solved, which makes the marine environmental capacity of Guangdong province overloaded.It also restricts the economic and social development seriously.The contaminated area has expanded each year and trend to open sea.Due to the neglect of the value of marine environmental capacity,it is difficult to ensure the effect of environmental management.Based on geographical characteristics,it is a superior region of resource category,varieties and development which connect sea and land.So the management is a composite system,based on all aspects of the balanced and coordinated development.Through the study of Pearl River estuary environmental capacity value,the dissertation use the qualitative and quantitative methods,try to make up the estimation model to demonstrate the neglected value as a free resource.It makes the marine environmental capacity value embodied. And it provides the information of reasonable utilization and protection policy. It also promote the compensation for the use of marine environmental capacity by market rules.It supply the macro policy and micro measure to improve the management,with a view to controlling the total pollutants in the sea,formulating abatement options,and promoting the coordination development of the coastal economic and environment.
