Research Of Coastal Marine Environment Change And Its Integrated Management In Guangdong Province

The 21 st century is an ocean century. Marine economy is the inevitable choice of China’s future economic development. Along with the strategic plan of building a powerful province of marine economy and marine comprehensive experimental zone during "twelfth five-year" period, Guangdong create about 1.35 trillion yuan of the ocean gross domestic product in 2014. The developing boom on marine economic is going on and on. With the addition of the pace of industrialization, urbanization in coastal regions, the pressure of marine environmental deterioration in Guangdong should be reckoned with. But, as an important basis for the sustainable development of Marine economy, marine ecological environment, with its limited material resources, the service system and purification function, are also restricts the people’s economic life. Marine environment management increasingly become the focus of attention in recent years.In view of this, surrounding the main line of marine ecological civilization construction, the article studies coastal marine environment of Guangdong, and focus on the marine environmental management problems. With methods of literature, this article analysis the statistical data of coastal marine environment in past years, to understand the status of the marine environment in Guangdong. Then point out the problems that exist in the process of Guangdong marine environment management and its reasons from some aspects of management idea, system and mechanism, legislation, law enforcement, cultural awareness etc. With methods of system, this paper build the Guangdong coastal marine environment system consisting of four subsystems such as basin, coast, sea and island, then build Guangdong coastal marine environment integrated management mode, and put forward some countermeasures and suggestions. Aimed at provide the basis to establish policy and emergency measures of marine environment protection in Guangdong and macro regulate and control the offshore marine environment pollution caused by all kinds of economic activities, this thesis will promote the marine environment management level and comprehensive ability in Guangdong, and give insights to studies on the national marine environment management optimization. The specific plans are included below:The first chapter, Introduction. Describes the background and significance of this study, systematically organize the marine environmental management related research both in China and other country, clear thought, framework, possible innovation and deficiency of this research.The second chapter, concept definition and theoretical basis. Some concepts such as coastal marine, marine ecological civilization, integrated management related to this research are identified and some basic theories are summarized.The third chapter, dynamic tracing of “four-in-one” coastal marine environmental change system in Guangdong. Selectively analysis the status of Guangdong coastal marine environment system, then dynamic track on the environment of four subsystems such as basin, coast, sea and island.The fourth chapter, present situation, problems and the reasons of marine environment management in Guangdong. Analysis marine environment management present situation, problems, and reasons from some related respects such as marine environmental management idea, legislation, law enforcement, systems and mechanisms, marine culture and so on in Guangdong.The fifth chapter, constructs the "more subjects joint, more regions participate, more means management, high degree of coordination" coastal marine environment integrated management mode in Guangdong. On the basis of the theory of integrated management, integrate multiple integration management unit such as marine environmental management subject, object, means and so on, then architectural integration management interface, so as to build Guangdong coastal marine environment integrated management mode.The sixth chapter, guarantee measurements. Put forward the guarantee measures of construct the Guangdong coastal marine environment integrated management system from the financial support, professional personnel and decision support system, etc.
