Research On Nonprofit Organizations’ Participation In Marine Ecosystem Management

Ecological civilization construction is the new era of one of the important strategy for the development of socialism with Chinese characteristics,Marine ecological governance is an important part of ecological civilization construction.With the help of the party and the country,in recent years,China’s Marine ecological civilization construction has obtained the remarkable result,but our country’s Marine ecological governance is still a long way to go.Marine environmental protection public welfare organizations involved in Marine ecological management to a certain extent,make up for a lack of the main body of government governance.But different Marine environmental protection public welfare organizations involved in Marine ecological management of their own role and function orientation is different,and its function implementation could be affected by various factors.For Marine environmental protection public welfare organizations in the Marine ecological management in the process of existing problems and put forward corresponding countermeasures can promote the management of Marine environmental protection public welfare organizations to participate in ability,collaborative promote Marine ecological civilization construction is of great significance.Empirical study found that three Qingdao Marine environmental protection public welfare organizations involved in the Marine ecological governance role and function orientation have focus.Three organizations do more scores in public welfare propaganda and training,talent recruitment,Marine patrol and law enforcement to assist,clean beach,waste management,shoreline monitoring,public welfare project,resource integration and information feedback,etc.But there is still existing a problem.The reasons of the problems mainly come from the organization,government and society three levels.In the aspect of the organization,there have size and internal organization structure set limit,funding restrictions,talents,resources integration limit restrictions and whole process involved in the Marine ecological management consciousness.At the government level,existence of third government departments involved in the Marine ecological management backwardness,policy and financial support is not enough,imperfect supervision mechanism,etc.At the social level,Marine ecological consciousness and to the Marine environmental protection public welfare activities support is not enough.To further enhance the Qingdao Marine environmental protection public welfare organization involved in the Marine ecological management ability,Organization itself should be appropriate to expand scale and improve the organization structure,actively take the initiative to win support from the government and society,strengthen the consciousness of resource integration and ability and set up the whole process of Marine ecological management participation.The government should further establish multiple governance idea,intensify policy and financial support,appropriate and perfect the supervision mechanism of key areas of Marine ecological governance.At the social level should further enhance public Marine ecological protection awareness and encourage enterprises and individuals take concrete actions to increase support for Marine environmental protection public welfare organizations.
