Study On The Ecological Compensation Mechanism Of The Dianchi River Basin Based On The Water Environment Carrying Capacity

River basin ecological compensation is the key way to coordinate economic relationship of interest body,and growth between the social economy and ecological environment.It is an effective way to fairness between contemporary people and also its offspring.Water is the most basic characteristics and components of the river basin,and the source of life.Aquatic ecosystem is the prerequisite and foundation for human beings'survival and development.Today,water resources are not only the most important basic resources for economic and social development,but also the supply of scarce resources. On the one hand,the demand of water is increasing with the development of economy and society and the increase of population;on the other hand,per capita utilization of water is becoming less and less resulted by production and living sewage pollution to water environment during the rapid development of industrialization and urbanization.The problem of water has become an important restricting factor to the sustainable development of economy and society.Water environment carrying capacity is the most core to regional resources and water environmental capacity, also scientific basis to the development of regional social economy and spatial planning,and the most important indicator to judge whether the social economy and water environment system are coordinated.Water environment carrying capacity has two attributes of nature and society. The natural attribute contains two aspects,the maximum capacity of pollutant discharge (water quality) and the degree of satisfaction of water resources demand (water quality).The social attribute refers to the maximum supporting capacity that can be provided for the sustainable development of social economy in the basin (the population size,the scale of industry development,the distribution and the proportion of the population).The dual attribute of water environmental carrying capacity is directly related to the social and economic development of the river basin.Therefore,how to improve the water environment capacity and promote the sustainable development of ecological environment and social economy in a certain watershed space and a certain period of time is a fundamental problem that needs to be solved,and is also the most important question to realize the sustained and healthy development of regional economy and society.The purpose of river basin ecological compensation mechanism is regulating the economic relations between the stakeholders effectively, and ensuring the coordinated development of regional social economy and water environmental carrying capacity,and coordinated with the whole region's resources and environment carrying capacity. We must reflect the dialectical relationship between carrying capacity of water environment and the development of economy and society scientifically through three aspects;first is defining the definition of water environmental carrying capacity scientifically;second is constructing a scientific water environmental carrying capacity evaluation system;third is constructing a model of the function mechanism of the social economy and the water environmental carrying capacity of the river basin objectively. Without doubt, establishing and perfecting a scientific and effective compensation mechanism of the basin that makes the water environment carrying capacity as the core is a very important theoretical and practical problem in the process of regional economic and social development.The Dian chi river basin is one of the most important population and economic agglomeration in Yunnan province. The water environment and carrying capacity of Dian chi determine the speed> scale and quality of social and economic development in the river basin,then the social and economic development of the river reverses on the status of water resources and environment. Taking Dian chi river basin as the main research object,and from the perspective of water environmental carrying capacity,this paper studies and discusses the issue of basin ecological compensation.Firstly,through systematic analysis of relevant literature at home and abroad analyzes the spatial and temporal characteristics of ecosystem services deeply, applying the theories of regional economics.ecological economics and welfare economics on the basis of defining some core concepts scientifically,such as water environment carrying capacity,river basin ecological compensation and ecological compensation mechanism.Then,puts forward the basic framework of the analysis of ecological compensation mechanism on the basis of summarizing the practice of ecological compensation at home and abroad.Secondly,we try to construct the evaluation system basing on the connotation..extension and main characteristics,the concrete methods of evaluation of water environment carrying capacity, clear the steps of evaluation,evaluate water environmental carrying capacity by means of index evaluation method and comprehensive characterization method on the basis of rational selection of influence factors,then the quantitative analysis of water quality,water quantity,population and economy scale is emphasized.Thirdly,we analyze the dialectical relationship between the water environmental carrying capacity and the social economic development of the river basin deeply,and reveal the inner mechanism of these two from two dimensions,four aspects by means of theoretical analysis and model calculation.Fourthly,we combine with the practice of Dian chi river basin,couple society economy environment three aspects basing on the assessment of water resources supply capacity and demand,the water environment capacity,evaluate the water environment carrying capacity of Dian chi river basin comprehensively from four aspects of population scale,sustainable utilization of water resources pollution load and changes of water quality in the lake,and point the gap between the status quo and the security situation.Then analyze the practice of ecological compensation in Dian chi river basin from four aspects basing on analysis of water ecological problems and their causes,find out the main problems of Dian chi river basin's ecological compensation mechanism through using DEA performance analysis method to evaluate the effectiveness of compensation.Finally,we propose the quasi market governance mechanism of Dian chi which takes the water environment carrying capacity as the core and gives full play to the positive role of the market and the government,especially the role of market mechanisms in the allocation of ownership of water resources and water environment capacity.This mechanism contains about six aspects,the basic framework,the compensation standard accounting system,the compensation way,the realization way,the efficiency appraisal and the safeguard and so on according to the present situation of water environmental carrying capacity of Dian chi river basin.After this,we hope to form a long-term mechanism that stresses the pollution control not only from production and consumption "end",but also from the source and the whole process of governance,then put forward some relevant countermeasures and suggestions.
