Construction Of Ecological Civilization Evaluation Research In Liaoning Province

Is only one of the three provinces in northeast China in Liaoning province of both coastal and border provinces,is the northeast of China and Inner Mongolia,is the eastern region opening to the outside of the portal.As China's is the one of the earliest development and have so much old industrial base,since the 1960 s,the Liaoning province ecological environment problem increasingly prominent.Environmental protection since 2008 about the strategic deployment,put forward a series of mental file,in the report,the party's 18 established the "put the construction of ecological civilization in the Chinese prominence,increase in economic construction,political construction,cultural construction,social construction and so on.About the whole process,to build a beautiful China,realizing the development of the Chinese nation" is the ultimate goal of our country.This article want to explains the evaluation system of ecological civilization construction in Liaoning province and the stage characteristics,in investigation and reference to similar municipal government institutions and scholars to research review of the construction about the index system of ecological civilization construction practical experience,on the basis of the Liaoning province ecological civilization evaluation system is established,and using the comprehensive index evaluation,there were valuable conclusions obtained:(1)In 14 cities of Liaoning province,on the construction of ecological civilization "two head among small big"situation.Two cities of Shenyang and Dalian city ecological civilization is higher,for the construction of ecological civilization level has perfect proportions.And Fuxin city and Huludao city two regions of ecological civilization construction level in the position of serious lag behind.Ten other cities difference is not big,to maintain in a moderate degree of ecological civilization construction.(2)Due to the speed of urbanization,urban civilization from industrial civilization to ecological civilization in the process also have the speed.Often with higher levels of city urbanization,fast economic development,and measures for the ecological civilization construction is relatively scientific and reasonable.Slow regional urbanization,still retains the old industrial legacy of ecological destruction and environmental pollution problems,so have a low level of ecological civilization.(3)To speed up the urbanization process,improve the level of urbanization,help to improve the speed of the process of ecological civilization.The effect of deeper for the old industrial city,in guarantee under the premise of ecological civilization,to speed up the reform,especially the old city remains energy consumption facilities,the city of migration and must be paid to regulation.It will not be approved that the project which will be take the environmental pollution and ecological damage caused by the enterprise and engineering must resolutely.In this paper the results of the ecological civilization construction of Liaoning province providing certain theoretical basis for the engineering project of the relevant departments have prediction effect.
