| Chinese fiscal decentralization is an important fiscal system reform initiatives, its development has gone through three main stages. This paper focuses on the relationship between the Chinese decentralization and the increasingly serious environmental pollution problems. The characteristics of Chinese style decentralization are analyzed from the perspective of historical experience by comparing the theories of western traditional fiscal decentralization. The existing domestic research about the environmental effects of fiscal decentralization neglect factor market segmentation. Therefore, on the basis of theoretical analysis, put forward Chinese fiscal decentralization will exacerbate the problem of regional environmental pollution through the factor market segmentation.To explore the fiscal decentralization, key elements of the market segmentation of environmental pollution produced by direct effects and spillover effects, we constructed spatial Durbin model, and use 15 years of provincial panel data in China. The results support the hypothesis proposed in this paper is the path of fiscal decentralization from Chinese element market segmentation have aggravated regional environmental pollution. Empirical results show that the environmental effects of local government powers and financial authority in the direction exist significant differences, at the same time, elements of market segmentation intensified environmental effects of fiscal decentralization and of powers of the effect is more obvious. Environmental quality as a significant spillover characteristic of public goods, the central intervention is very important. To improve the quality of the environment in China from the angle of financial system, should optimize the scale and structure of decentralization end of the income and expenditure side, improve the market for the dominant resources optimization configuration to improve factor mobility and increase the cost of local environmental pollution. |
