Research On The Performance Evaluation System Of Low Carbon City In Nanchang Based On The Balanced Scorecard

Since 2010, Nanchang City, has been approved as the first batch of low carbon city pilot, the pace of construction of low carbon cities in Nanchang continue to accelerate. With the development of low carbon city construction, the government has invested a lot of manpower, material and financial resources in low carbon development. Then "12th Five-Year" period, Nanchang low carbon city construction efficiency and effectiveness of how to reach the national, provincial and Nanchang city itself on the low carbon city pilot construction requirements? This is a common concern of all sectors of the community. The purpose of this paper is to improve the performance of low carbon city construction in Nanchang through the establishment of a sound performance evaluation system for the construction of low carbon city in Nanchang, and to promote the long-term development of low carbon city in Nanchang.In this paper, we first introduce the basic situation of low carbon city, low carbon economy and performance management, including the connotation, performance evaluation purpose, performance evaluation method, in adapting to climate change, under the control of greenhouse gas emissions, and gradually in-depth layer combing the Nanchang city low carbon city performance appraisal situation, learn from other domestic low carbon pilot city advanced performance evaluation theory and practical experience, combined with the Nanchang City performance of low carbon city to assess the current situation, in order to build for the theory and method of performance evaluation of Nanchang City, low carbon city. Finally, in Nanchang low carbon city in performance evaluation of existing problems and cause analysis, in the light of these problems, put forward three countermeasures to solve the problems of re positioning of Nanchang low carbon city performance appraisal target; improve the internal management system; construction to "balanced score card" for the performance evaluation index system based. The performance evaluation index system based on the balanced scorecard is the key to solve the problem of low carbon city performance evaluation in Nanchang.In this paper, a complete and unified low-carbon city strategy framework, focusing on improving the low carbon city performance evaluation of the indicators, the design of the four aspects of the assessment indicators, and detailed on the indicators are described. Effective evaluation system, must fundamentally solve as the main building of low carbon city government departments, the overall performance and excitation government cadres and the construction of low carbon city working enthusiasm and promote the organic unity of city low carbon development strategy and strategic management objectives. Therefore, focusing on improving the validity and reliability of the performance evaluation of low carbon city, how to establish a comprehensive, scientific and effective performance appraisal model, concise low carbon city performance evaluation of the core indicators, set reasonable index system, will become the next step research difficulties.
