At present, the lower level of management of small and medium-sized units in China, is still in the immature stage. While the majority of municipal engineering units in China belong to the municipal institutions, management system and state-owned enterprises, this situation will have a problem more personnel than work available, redundancies, backward management system. Datong sewage treatment plant of Datong one of the subordinate enterprises, sewage treatment plant and the problems faced by most institutions. Datong sewage treatment plant in order to change the status quo, only through internal reforms, the introduction of new management theory to the existing management thought to clear guidance. To this end, the Datong factory urgently need to introduce a new theory of human resource management of sewage treatment, using the most advanced performance management theory to enhance the vitality of enterprises, enhance the competitiveness of enterprises.In this paper, by consulting a large number of references, combining with the Datong sewage treatment plant the status quo, to plant design based on the Balanced Scorecard performance management scheme of Datong sewage treatment. Performance management based on Balanced Scorecard respectively from four different dimensions to manage the performance of staff in Datong sewage treatment plant, and extracted in each dimension index, method and the key performance indicators for the corresponding extraction. This paper mainly uses the Balanced Scorecard and key performance index method, the common use of these two methods can improve the performance management status of Datong sewage treatment plant personnel.In view of the current situation of performance management of sewage treatment plant of Datong and puts forward the scheme of improvement of performance management, to improve the working enthusiasm of the staff, is conducive to the realization of strategic objectives, the company at the same time, this study also hopes to the enterprise performance management problems in some inspirations and references.
