Research On The Constitution Of Index System Of Performance Evaluation In City-level Environment Protection Bureau

Scientific index system is the key of city-level environment protection bureau performance evaluation. China government performance evaluation is now at the primary stage of the development and application, so many shortcomings are still existence. The lack of scientific government performance evaluation index system is the main reason. Study of city-level environment protection bureau performance evaluation index system is an important aspect in building a resource-conserving, environment-friendly society.This paper starts from introducing the background and meaning of this, then make a distinction between environment protection bureau performance evaluation and synthetic performance evaluation and leadship performance evaluation. Next, carding domestic and foreign studies about government environment performance evaluation index system, then analyze the main shortcomings of city-level environment protection bureau performance evaluation index system, including deviation of guidance equity, lack of balance of index, too much party construction and ideological building index, lack of reality pertinence. Because of its particularity, it's a great difficult for government to form index system. Meanwhile, the private company performance management and evaluation have achieved great effect. The theories and methods of private company performance evaluation can be used for reference by government. Therefore, this paper have coordinate the tools of BSC and KPI by adjusting four dimensions of BSC and using fishbone diagram to build KPI index system which can be used in city-level environment protection bureau.
