The transformation from energy-saving to cleaning steel-making and to recycling economy mode is the inevitable result of high speed development of steel industry in recent years and requirement of social progress and ecological balance as well. With the development of society and the increasing competition within the industry, the low cost strategy is an effective way for enterprises to survive and develop. Steel industry is a large energy consumption. Statistics show that more than 10% of the total energy consumption in China was used in domestic steel industry, so that the promotion of energy-saving and emission reducing technologies has become the key to ensure sustainable development of China's steel industry. Steel-making by converter still holds the dominant position in the modern steel production, and in China, however, the steel yield ratio produced by converter has exceeded 90%. Steel-making with minus energy consumption(SMEC) is the main technology of steel-making energy conservation. SMEC by converter can realize technical advantages, such as the costs pollution reducing and energy recycling, etc.. That is the why worldwide steel mills are taking SMEC as major technological research to improve the economic benefit and the environmental protection. Today, SMEC is the necessary choice for steel plant to pursue its product quality and production efficiency. The promotion of SMEC to achieve the targets of energy-saving and emission reducing has very important significance to ensure the healthy development of steel industry.Now, converter steel-making is one of main processes for the secondary energy recovery, rather than a net energy consuming process. Still, SMEC is an important indicator in measuring level of the technology and management in a steel plant. In this paper, the technology progress and practice of SMEC is mainly introduced. The research includes the converter gas recovery technology, the vapor recovery technology and some corresponding technical measures of reducing energy and consumption in the oxygen, electricity, gas and other energy medium. In the process of actual converter steel-making, through effectively implementing equipment modification and optimization of process operation as well as the promotion and application of new technologies, the aim was gained to achieve effectively reducing process energy consumption in steel-making.This work has strongly promoted the technological progress of SMEC in Xilin Steel Co. and formed complete sets of system in production and management in Xilin Steel. As the final result of implementation, the converter energy consumption is-5.91 kgce/t in Xilin Steel Co., which has obtained the remarkable benefits in economy, environment and society.
