Study On The Delimitation Method Of The Ecological Protection Red Line In Overall Plan For Land Utilization

In China “delimiting ecological red line” was put forward as an important strategic task for the first time in 2011.Since the 18 th National Congress of CCP,the importance of ecological civilization construction is increasingly prominent and is integrated into construction in economy,politics,culture and society.It is clear that taking delimiting ecological protection red line as an significant strategy task for national development,which is essential for building a beautiful China and realizing the sustainable development of Chinese nation.Under this background,domestic scholars researched a lot in delimiting ecological red line based on relevant experience of other countries.Taking Lankao County as example,this research studied how to delimit ecological red line by referring to previous experience and combining ecological system vulnerability evaluation and ecosystem service function importance evaluation.Lankao County is located in the plain and close to Yellow River with many back river depressions as a Yellow River old riverway.The ecological system in study area is vulnerable and is suitable for research in delimiting ecological red line.On the basis of multi gauge one thought,this study combined with the ecological vulnerability assessment,the evaluation of ecological service importance and GIS technology to explore the delineation method of ecological red line under the protection of Lankao County planning coordination.The following results were obtained from the study:(1)The delineated method of ecological red line is in the overall planning of land use.In the ecological vulnerability assessment,the study combined with the research progress at home and abroad and delineated Lankao County ecologic area adapting the method of limiting conditions and then subdivided Lankao County ecologically fragile level through multi-factor comprehensive evaluation method.In the evaluation of ecological service importance,the study combined with the evaluation method in the functional importance of water conservation,soil and water conservation and windbreak from the book of “Ecological Protection Red Line Delineated Technical Guide” to engage in the importance evaluation of ecosystem service of the Lankao County.After overlaying analysis of the obtained evaluation results,the overall urban planning of the Lankao County,ecological protection planning and other government programs,prepared the picture of the ecological protection red line in Lankao County according to the comprehensive analysis to the research results based on the principles and methods of ecological protection red.(2)As for the results of ecological vulnerability assessment in Lankao County,the overall ecological fragile degree is higher,which severe vulnerable area 14064.26 hectares,taking up 27.02% of the total area of vulnerability;moderately vulnerable area 23553.66 hectares,occupying 45.26% of the total area of vulnerability and slightly vulnerable area 14,424.74 hectares,accounting for 27.72% of that area.(3)In the aspect of the evaluation results of the ecological functional importance in Lankao County,the extremely important area relating to comprehensive evaluation is 17232.70 hectares,occupying only 15.62% of the study area;moderately important area mainly covers the middle of the study area with 39143.17 hectares,accounting for 35.48% of the total area;general important area(53948.73 hectares)distributes in the southwestern and eastern part of the study area,taking up 48.90% of the total area.(4)About the conservation results of the red line delineated in Lankao County,listing the land use in the ecological protection red zone of the Lankao County as follows: urban and residential land area of 4679.21 hectares,accounting for 10.94%of the total area of the red line area;cultivated land area of 24290.71 hectares,taking up 56.79% of that area;traffic land area of 97.97 hectares with 0.23% of that area;forest area of 7362.74 hectares,occupying 17.22% of the total area of the red line area;other construction land area of 586.91 hectares,covering 1.37% of that area;other types land area of 102.53 hectares(0.24%);water and water conservancy facilities land area of 4775.61 hectares,taking up 11.17% of the total area of the red line area;garden area of 873.46 hectares,accounting for 2.04% of that area.During the delineation process of the ecological protection redline in Lankao County,the study reflects the technology advantages of easy to operate relating to landing implementation at county scale in the “Red Line Delineated Ecological Protection Technical Guide”,while some shortcomings,such as the lack of flexibility in its operation,the lack of differentiation of evaluation index in the study area,more difficult to acquire index data and so on are obvious.This study proposes the delineated methods of the ecological red line regarding to the suitability of land use planning using “ecological fragility + the importance of ecological function+ multi gauge coordination”.
