With the deterioration of ecological environment. the contradiction among ecological environment protection, economy, and social development in our country is more and more outstanding. The construction of institutional system for ecological environment protection is imperative. Based on the definition of institutional system for ecological environment protection, this paper constructs the structure model of institutional system for ecological environment protection, and analyzes the characteristics of the system structure and the connotation of synergy. Then the research is carried out from three aspects:order parameter identification of four subsystems, the orderly development level of four subsystems and the synergetic degree among four subsystems institutional system for ecological environment protection of China.Firstly, in order to analyze the structure of institutional system, a conceptual model of the institutional system structure is put forward. It points out that institutional system structure refers to the interaction relationship among four subsystems:the subsystem of administrative institution, the subsystem of laws and regulations, the subsystem of environmental economic policy, and the subsystem of public participation institution. In addition, from the perspective of synergetic, this paper points out that whether the system structure is reasonable and effective depends on the orderly development level of four subsystems and the synergy degree among four subsystems.Secondly, in order to identify the order parameter of institutional system for ecological environment protection of China, the synergistic evolutionary model is established based on the selection of the state variables of institutional system for ecological and environmental protection. Then the order parameter of each subsystem is identified based on the model. The result shows that the order parameters of subsystem of administrative institution, subsystem of laws and regulations, subsystem of environmental economic policy, and subsystem of public participation institution are respectively the number of personnel in environmental protection system and the qualified rate of implementation of environmental impact assessment system, the amount of environmental protection regulations, the total investment in environmental pollution control and the total amount of transfer payment funds for key ecological functional zones, the number of environmental protection motions and proposals proposed by NPC and CPPCC for the current year.At last, in order to study on the rationality and effectiveness of institutional system structure, the paper uses the synergy degree evaluation model to calculate the order degree of each subsystem. The results illustrate that subsystem of administrative institution shows the highest order degree, while the subsystem of public participation institution scores the lowest point of order degree. On the basis of the results, the paper evaluates the synergy degree among four subsystems, then, we find that the synergy degree of the institutional system is very low. The main reason lies in the existence of the "bucket effect" during the synergetic development of the institutional system for ecological and environmental protection, the subsystems of environmental economic policy and the public participation institution are the short boards which influence the synergetic development of the system, thereby, it determines that the structure of the institutional system for ecological environment protection is still irrational, then according to the research conclusion, this paper gives the corresponding countermeasures in order to improve the synergy degree of the institutional system for ecological and environmental protection in China.
