The Study Of Local Government's Lack Of Responsibility At The Stage Of Induction Of Environmental Group Events

At present, the environmental problems get more and more serious, and the mass incidents caused by environmental problems also continue to erupt, which are mainly related to three interest groups, namely government, business and the public. From the government point of view, the main reason for the outbreak of environmental group events can be attributed to the lack of responsibility of local government or not in place. In the induced phase of environment group events, local government should be to achieve legitimacy in public decision- making, environmental information disclosure, environmental regulation, environmental tort relief, which is the responsibility of the local government should fulfill. However the repeated outbreaks of group events show that the local government did not fulfill its responsibilities should be performed, through the content analysis of the relevant cases found that the main performance of the lack of local government responsibility is environmental decision- making in violation of laws and regulations, lack of public participation in environmental decision making process, insufficient information disclosure, environmental supervision and environmental tort relief is not in place. From the perspective of incentive mechanism, whether the local government can fulfill its responsibility is influenced by the local government's intrinsic motivation. The motivation is balancing the interests of local government and choice. In addition, the performance of local government responsibility is still under the influence of the incentive mechanism, including the administrative decentralization mechanism, fiscal decentralization mechanism, promotion of local officials assessment mechanism and supervision mechanism for accountability. Finally, basing on the reasons for the lack of local government responsibility, the writer attempts to propose targeted solutions to reduce and avoid environmental group events.
