The climate problem concerns to the world's most. A large number of CO2 emissions caused a series of adverse environmental impacts, such as climate warming and haze. This influence seriously restricts the normal activities of human beings and the healthy development of the economic society. Hebei Province, as a large energy consumption province, has the responsibility to undertake the task of carbon emission reduction. Developing low-carbon economy is becoming increasingly important.The author uses Economic Input-Output Life Cycle Assessment?EIO-LCA? Model to investigate the production-based and consumption-based CO2 emissions in Hebei Province in 2007 and 2012. A matrix of sectoral CO2 emissions of energy consumption in 2012 is built by producing sectors from production and final demand perspectives. On this basis, the influence factors of the change of the trade embodied CO2 emission of 2007-2012 in Hebei province are decomposed by the SDA model. The results show that the production-based and consumption-based CO2 emissions in Hebei Province are increasing from 2007 to 2012. The consumption-based CO2 emissions are less than the production-based, but the growth is higher. Export and import make the largest contribution respectively. Metal smelting and rolling processing industry contributes the most direct emissions and the highest embodied emissions of final demand. Which 47.08% direct emissions are due to the production for other sectors and 55.71% embodied emissions are emitted in other sectors of the supply chain. Making industrial adjustment and the development of emission reduction policies should take full account of the correlation between the industries. Industrial emissions have always been the main trade embodied CO2 emissions. Variation effect of input-output coefficients have played a significant role in the promotion of trade embodied emissions, which means that the technological change in the entire production sector generate more carbon-intensive intermediate input demand in the industrial field. The condition of extensive growth still continues to deteriorate.Summarizing the analysis of CO2 emission in Hebei Province, we should focus on optimizing the industrial structure, improving the energy consumption structure, adjusting the trade structure and furthering the supply side structure reform of energy. We should make targeted energy saving and emission reduction measures according to local factual conditions to achieve the goal of low-carbon development.
