As we all know, water is not only the essential natural resources for the development of human society, but also the material basis for human beings and all living survival. However, with the rapid growth of social economy and population, industrial and agricultural effluent and urban sewage discharge increased dramatically, resulting in the original and scarce surface water resources was under severe pollution incidents. The water pollution case and the frequent sudden water pollution accidents sounded the alarm for the safety of water quality.Typically, the emergency monitoring for water environment pollution mainly based on a single instrument which used the discontinuous method for offline, non-real-time detection, and even did regular inspections of sampling, laboratory analysis of non-line monitoring. Long cycle, limited range of waters and the lack of early warning mechanism for water quality change were the mainly disadvantages for these detection methods. It was difficult to grasp the quality changes with time, and did not meet the water environmental monitoring department of water resources protection, supervision and management need. Therefore, this paper was under joint funding of the Graduate Research and Applied Research Innovation Project of Chongqing ‘Based on wireless sensor networks spectral quality monitoring system'(number:CYS14039) and the Key Technology Research and Development Program of Sichuan Province ‘multi-functional automatic real-time water quality monitoring technology development and product development'(number:2012SZ0111). We carried out the remote monitoring and early warning system detection of COD using UV-Vis spectroscopy.In this paper, based on the detail description of the research status and development trend of the COD spectrum method and surface water quality monitoring system, Combined with the actual demand of river basin water quality monitoring, used the COD detection of water quality by UV-Vis spectroscopy. Comprehensive applied the global positioning system(GPS), geographic information system(GIS), 4G wireless network and database technology, a set of remote monitoring and early warning system for water quality COD detection is developed, which included the spectral data acquisition, transmission, calculation, display, management and other functions.In this paper, the detection principle of water quality COD by UV-Vis spectroscopy was summarized, the design and structure of the remote monitoring system was analyzed, and the function of the software of remote monitoring center and the realization method and the test process were discussed. Using the development platform of the Microsoft Visual Studio 2010 and the database system software of the SQL SERVER, the remote monitoring center of water quality COD detection was designed. And a real-time display and storage, historical data query, excessive warning and GIS visualization analysis for the remote monitoring center for water quality monitoring node basin spectral data was achieved. The research results showed that the system was simple, the water quality monitoring nodes were flexible and not limited by geographical position. The remote monitoring center features was rich, stable performance and convenient maintenance, which greatly reduced waste of the human, material, financial and other resources and acquired the real time water quality of the river basin. These were not only provided a powerful guarantee for the safety of surface water quality and a scientific basis for the reasonable using the water resources and improve water quality, but also provided a strong support for the government decision-making departments of the integrated management of water environment. It has broad practical application prospect.
